Accounting and Administrative Officer

Job Overview

IFES seeks an Accounting and Administrative Officer to provide a wide range of operational support to the IFES Iraq team on matters related to field expense reports, timesheets, travel logistics, and workshop arrangements. This position is based in Baghdad with occasional in-country travel.

Since 2003, IFES has provided technical electoral assistance to Iraqi authorities and civil society stakeholders. IFES has provided advice to these stakeholders on incorporating electoral processes into Iraq’s post-conflict transition and establishing a legal and institutional framework for elections, including the creation of an independent election body.

The overall objective of IFES’s current electoral assistance program is to support the Independent High Elections Commission (IHEC) in planning and conducting credible elections and ensuring integrity of the electoral process. IFES Iraq Provincial Election Activity (IPEA) project provides technical and operational assistance to the IHEC.

Job Responsibilities:
MAJOR DUTIES AND RESPONSIBILITIES:                                    

Under the direction of the Deputy Country Director (DCD), the Accounting and Administrative Officer (local hire) will provide administrative and financial accounting support to the IFES team in Iraq. This support will include, but will not be limited to:

  • Assist in the compiling of project financial reports.
  • Assist with managing IFES’ day-to-day spending and accounting, including time and expense reports.
  • Ensure all accounting documentation is correct and filed.
  • Ensure that all financial, human resources, and procurement files are complete, organized, maintained and easily accessible.
  • Establish tracking systems for leave balances, contract renewals, vendor deliverables and other items.
  • Assist with program procurement activities.
  • Coordinate workshop administration and logistics.
  • Coordinate regional airfare for staff and consultants, as requested.
  • Maintain and update master inventory list and property tracker.
  • Ensure office supplies are consistently well-stocked and equipment is in good working order.
  •  Assist with visa issuance for international staff and consultants, as needed.
  • Any other duties as directed.


  • Team player with excellent interpersonal/representational skills;
  • Experience with accounting software (Quickbooks is a plus) and deep knowledge in Microsoft Excel.
  • High level of concentration and attention to details.
  • Familiarity with the Iraqi taxation process, as well as social security and direct deduction taxes.
  • Familiarity with the Iraqi financial laws that govern the work of NGOs is a plus.
  • Excellent oral and written communication skills both in Arabic and English;
  • Proven networking, team-building, organizational, and communication skills;
  • Capacity to work under pressure, manage stress and adapt to rapidly evolving situations;
  • Sound time management and organizational skills with the ability to handle multiple tasks




  • Experience in working with USAID-funded programs;
  • Relevant university degree with a minimum of 2-3 years’ experience working with international NGOs;
  • Able and willing to work in the Green Zone.

Fluency in written and spoken English and written and spoken Arabic language

TRAVEL:  Occasional in-country travel may be required.
