Reporting To: Armed Forces and Security (FAS) Delegate

Duty Station: Baghdad, Iraq

Duration of Contract: One-year Fixed-Term Contract (with the possibility of renewal to open-ended contract based on needs and performance and Budget availability).

The Armed Forces and Security (FAS) Program Adviser assists the FAS delegate in all activities and dialogue of the ICRC with the Iraqi Defence Forces in Iraq. He/she contributes to ensuring that the Iraqi Defence Forces know and accept the ICRC and support them in integrating the law of armed conflict also known as International Humanitarian Law (IHL) in their doctrine, training, and education or sanctions, with the objective to lead to planning and conduct of operations more respectful of IHL and hence, minimizing harm on civilian.

Main duties and responsibilities

  • Maintain and reinforce the ICRC network within the Iraqi Armed Forces and affiliated.
  • Follow and update the Iraqi Armed Forces structure and organigram.
  • Meet and dialogue with MoD (Ministry of Defence) key directorates, JOC (Joint Operations Command), defense University, CTS (Counter Terrorism Service), Air Force Command, etc…
  • Support and orient ICRC departments or its Sub-delegations regarding dialogue with Iraqi armed forces.
  • Contributes to IHL (International Humanitarian Law) promotion/dissemination among Iraqi Armed Forces.
  • promotes a better understanding of the ICRC, its mandate, principles, and work modalities to the military authorities and any other relevant stakeholders.
  • organize and conduct an IHL (International Humanitarian Law) workshop or dissemination in support of the FAS delegate or autonomously.
  • coordinates the ICRC sponsorship of Iraqi military officers for attending regional or international IHL formation or seminars.
  • Contributes to context, conflicts analysis and activities reporting.
  • Contributes to the monthly report to the unit for relations with arms bearers in the ICRC HQ in Geneva.


Additional Duties:

  • Builds and maintains a network of contacts with the Iraqi Armed Forces and other relevant actors of influence.
  • Helps the delegate to organize missions in the field and assist him in his activities.
  • Takes notes in meetings and contributes to reports and minutes.
  • Writes project proposals and plans of action and follows the implementation of the programs.
  • Assist in the organization of seminars, presentations, and meetings for the benefit of the Iraqi Armed Forces, with the possibility of performing these activities independently in the future.
  • Interprets from English to Arabic and vice versa during seminars presentations, meetings, and discussions with the interlocutors.
  • Contributes to the development and production of dissemination and training tools.
  • Coordinates and follows up with the other staff on issues and activities linked to integration and promotion of law.


Education and Professional Experience required:

  • Military Academy or Command and General Staff College.
  • Served in the Iraqi Armed Forces with the minimum rank of Major is required.
  • Good network in the Iraqi Armed Forces.
  • Good knowledge of International Humanitarian Law.
  • Fluency in written and spoken Arabic and English.
  • Flexibility and ability to work independently and proactively.
  • Highly developed analytical, planning, writing, communication, and organizing skills.
  • Computer proficiency (Microsoft Office experience).
