Job Overview

Chemonics International seeks, Internal and External, interested applicants for short-term and long-term positions for the anticipated USAID-funded Iraq Governance and Public Services (IGPS) Activity. The Activity aims to improve service delivery performance through use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. USAID also seeks to foster improved and inclusive relationships and engagement between those same GOI entities and the communities they serve. The goal is more equitable, efficient, and sustainable public services as well as improved government responsiveness to citizens’ needs and demands, contributing to more accountable, transparent, and inclusive governance.

Individuals with experience in one or more of the following areas, in the private, public sector or on a donor-funded development program are encouraged to apply:

  1. Institutional capacity building
  2. Public administration
  3. Public sector service delivery and management
  4. Strategic communications and public outreach
  5. Digital development, computer programming, website and app design/development, and experience developing other innovative IT solutions to improve access to information or work flows
  6. Monitoring, evaluation, and learning

Note: Positions will be based in Iraq. Based on the position, frequent travel across Iraq may be required. As such, applicants must be able and willing to travel as necessary.


· Degree and experience in a relevant field required.

· Experience designing, implementing, managing, and/or monitoring service delivery programs; OR working in the public sector to deliver services

· Candidates with proven experience identifying and solving community-level and/or workplace challenges through advocacy, action, and use of creative solutions strongly encouraged to apply. Successful candidates will be proactive and solutions-oriented and provide examples from their prior work experience.

· Demonstrated ability to fully and effectively communicate, both oral and written, in English and Arabic is required. Kurdish proficiency desirable but not necessary.
