General Information on the Mission
Context

 

Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organisation. PUI has been working in Iraq since 1983. Its core objective is to provide a humanitarian response to the needs arising from population displacements in Iraq, through reinforcement and strengthening of the existing health system, provision of Mental Health and Psychosocial Support (MHPSS), and by enhancing access to shelter, drinking Water, Hygiene and Sanitation (WASH). PUI is currently implementing Health, MHPSS, WASH and shelter projects in Federal Iraq and the Kurdistan Region of Iraq, through bases in Erbil and Baghdad.

 

 

In CSI, PUI is currently focusing on an integrated approach in communities, informal sites, schools and health facilities, with a focus on climate change to achieve an impact in the long term.

 

 

 

 

 

Job description

 

Overall objectives

 

To effectively and efficiently facilitate the implementation of integrated, climate-friendly WASH and Shelter interventions at the project level to ensure that communities participate and are empowered and are more resilient to different climate impactful situations. In addition to raising awareness for the proper management and sustaining WASH facilities and safe hygiene promotion per Humanitarian and PUI standards. This will entail Authority and community engagement, training, awareness raising supervision, delivery of awareness raising campaigns and support to the WASH and Shelter committee.

 

Responsibilities and scope of duties
 IMPLEMENTATION OF WASH and SHELTER PROGRAM

The community mobiliser responsibilities will entail:

–         Identification and mapping local level community based stakeholders and partners to support and facilitate the partnership in the implementation of planned integrated activities the catchment area.

–         Facilitating and monitoring the implementation of planned activities and community level engagements

–         Participate in planning and budgeting, preparation of work plans, implementation of planned activities and monitoring/ reporting of progress.

–         Mobilization and facilitating the engagements of local authorities, communities and relevant stakeholders during planning and development meetings, workshops and seminars.

–         Identify, train community volunteers/monitor, partners and train on Community based approach and partnership standard

–         Working together with the community representatives to organise and conduct awareness activities in collaboration with opinion leaders through group sessions, door-to-door visiting, distribution of IEC materials and Non Food items (e.g. hygiene kits),

–         Support the collection and documentation of impact and success stories on monthly and quarterly,

–         Working together with staff (Rehabilitation, Health, MPHSS) build the capacity of the Community and institution key persons WASH and shelter facilities intervention and awareness raising campaigning

MONITORING AND QUALITY ASSURANCE

–         Ensures that data of the above mentioned project activities is collected and recorded according to the instructions given by MEAL department

–         Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed.

–         Weekly (or each time when necessary) written and oral report to line manager

–         Support development of integrated  monitoring plan in assigned area with area stakeholders

–         Organize reflection meetings at the local level to assess progress in Integrated WASH and Shelter implementation

–         Proactively participate in relevant team meetings,

–         Establish and maintain collaborative relationships with relevant partners and other project stakeholders working in the project areas.

–         Ensure documents are recorded and maintained confidentially at all times.

 

OTHER

–         Networking: Facilitate networking relationships and participation with wide stakeholders such as government departments/directorates, opinion leaders and other key partners at local level such as NGOs, CBOs,

–         Foster partnership with local institution in environmental conservation monitoring.

–         Ensures that correct logistics and administrative procedures are followed when implementing the above mentioned project activities

–         Follows the security guidelines of PUI in all the activities implemented

–         He/she commits to continuous self-initiated and self-managed development of his/her professional skills

–         Other duties as assigned by the line manager

 

Other Interfaces
 

–   Under the hierarchical and technical management of: Project manager

–   Internal: Head of Base, MHPSS team, MEAL Officer, grants and MEAL Manager, administration and logistics, HR department

–   External: WASH, Shelter, livelihood and Health actors and partner organizations, community level stakeholders (schools, community centers, youth centers, local NGOs and associations)

–  BA/Diploma in Social Science from accredited College/University, Sociology, Planning, Community Development, Psychology & related field. –  Training in monitoring and evaluation

– Knowledge of local areas and community structures in Anbar (especially in Falluja and Ramadi) and Baghdad (especially Latifiyah and Yousfia).
