Oxfam is an international confederation counting 17 organizations working together with partners and local communities in more than 90 countries.

Oxfam has been working in Iraq since the 1990s with both an expanding and contracting presence. In 2014, Oxfam established its first office in Mosul when the conflict with ISIS began and the country was thrown into a new humanitarian crisis, in an already fragile context. In 2021, Oxfam is amongst the largest NGOs operating in the country, with nine offices and almost 200 employees.

Oxfam in Iraq’s strategy is shaped around 3 key pillars 1) Humanitarian response 2) Governance and 3) Equality. Within each of these pillars, intervention covers the following sectors: Emergency Food Security and Vulnerable Livelihoods, Water and Sanitation and Hygiene, Gender and Protection, Emergency lifesaving support, and Local Humanitarian Leadership.

In this framework, Oxfam in Iraq has recently launched a new project, Masarouna, aiming at supporting young people’s voice to achieve their Sexual and Reproductive Health and Rights (SRHR).  Oxfam is now looking for a consultant to create the UX design of the platform and to create its branding identity for an SRHR Digital Platform aligned with the project objectives.

Masarouna program

In a context where securing Sexual and Reproductive Health and Rights (SRHR) is challenging, the Masarouna “Our Pathway” program will mobilize the power of young people (YP), for collective action to support their fight for greater freedom of choice and respect for their SRHR.

The program is implemented in six countries/territories. Masarouna identifies two main interlinked pathways to achieve the desired change. Pathway 1 is focused on the direct influencing of decision-makers and society to address inadequate legislation and harmful traditional social and cultural norms through strengthened youth engagement. Pathway 2 is focused on strengthening civil society, reclaiming civic space and formation of new partnerships and alliances.


The objective of Masarouna in Iraq is to promote the access of YP to their SRHR, in an inclusive society where YP’s voices are listened to. The project is aligned with the Iraqi National Strategy development plan by promoting meaningful youth participation and development. The project focuses on raising awareness around SRHR and harmful practices, to promote a society where young people can develop healthily and safely.

Reporting Line:

The consultant will work under the overall supervision of the Masarouna Project Manager and the direct supervision of the IRIL Manager and will work closely with the digital engagement officer.


Objectives of the consultancy

The objective of the digital SRHR platform is to serve as a knowledge hub for young people on topics related to SRHR to improve their understanding to the concept and to combat misinformation and falsehoods that spread around health issues and stereotypes.

The platforms will enable YP to access inclusive SRHR information, to be able to interact and discuss SRHR topics in a safe online space and as needed, be referred to SRH services in Iraq. Also, it helps to strengthen civil society to raise public awareness, advocate, and work towards more adequate and comprehensive SRHR services in Iraq. The platforms will be part of the Masarouna project where Oxfam Iraq and RNW Media will be the co-founders and a local organisation will be managing the platforms and daily operations.

The consultant will use existing data related to the digital context of Iraq and the feasibility of starting such a platform and guided by the recommendations of the team to produce a UX design of the platform and to produce a branding identity guideline.

The consultant will be utilizing human centered approach to create a youth focused user experience for the platform.

The detailed design workplan proposition is to be created by the consultant as part of the application. The following general guidance and methods should be taken into account in the design of the consultancy project:

  • The Consultant is expected to draw on the Iraq findings and elaborate on the practical steps of setting up a SRHR platform based on the lessons learnt and programme implementation strategies suggested by the findings from the Digital Context Analysis and the Feasibility study
  • The consultant will be expected to coordinate with the digital platform team and with RNW Media on regular basis to share workplans, progress and findings of the consultancy.
  • The consultant will be expected to lead workshops and brainstorming sessions with relevant stakeholders to collect concepts that will guide the design for the platform and its identity.
  • The consultant will be expected to engage the project team continuously and to provide draft concepts or the deliverables and to incorporate feedback from the team and relevant stakeholders.
  • The design of design question(s) to inform the platform identity will be developed in consultation with RNW Media and Oxfam Iraq.




  • Engage with future users and relevant stakeholders to gather information about their requirements and vision to the platform
  • Propose and sketch out a range of visual concepts using software applications
  • create user personas for minimum of 5 personas highlighting their sentiments and digital behaviors towards the platform
  • Create user journeys and site maps
  • Translate concepts into wireframes, prototypes and user flows using specialist tools such as Axure, InVision, Marvel, OmniGraffle, Visio and Sketch, as well as the Adobe product suite
  • Work on cross-platform applications to develop user experiences covering mobile phones, tablets and computers
  • A complete Branding Kit for the platform that includes: Name of the platform, Color Palettes, Fonts, ready to use templates for web design and social media designs, icons and items to be used for future designs, other elements that are needed for the platform. Some of the Elements needs to be delivered in English, Arabic and in Kurdish.
  • Provide templates for designs that are based on the UX that can be used to promote the platform online and offline
  • Run workshops for clients and internal stakeholders for initial designs
  • Adapt the designs and modify them according to stakeholders’ feedback
  • Launch final approved UX design kit and deliverables to the team and handover all relevant designs
  • Handover all relevant documents to the Digital Platform team and guide them through the process of utilizing the tools designed.

Kindly note, that all documents developed will be handed over to Oxfam’s team. The consultant will not own any of the documents created and will not share with any other party.



  • Minimum University degree in the field of Design or other relevant studies;
  • Good knowledge of the Iraqi context and online behavior patterns, especially in SRHR topics;
  • Extensive knowledge in UX Design and proven profile of relevant experience in the field;
  • Experience in using design tools such as Adobe suite;
  • Ability to translate concepts into wireframes, prototypes and user flows using specialist tools such as Axure, InVision, Marvel, OmniGraffle, Visio and Sketch, as well as the Adobe product suite
  • Good analytical and reporting skills;
  • Strong communication skills, with the ability to communicate detailed concepts clearly and concisely both in writing and verbally;
  • Ability to facilitate and support logistics for activities, including workshops and meetings;
  • Excellent time management and coordination skills;


  • Fluency in written and spoken Arabic and English.
  • Knowledge of Iraqi Kurdish is an asset.
