STANDARD MINIMUM QUALIFICATIONS

 

Education: Hold at least master’s degree in public administration, political science, law, or a related field.

Experiences:

  • Minimum of 10 years of progressively extensive experience in public administration, governance, anticorruption, decentralization, sub-national (local) governance.
  • Strong research and/or political institutional analysis experience, conducting integrity assessments or related research projects, working with qualitative data, quantitative indicators and rating methodologies, using participatory research techniques.
  • Good understanding of the Iraqi and/or KRI local context, state governance institutions and dynamics, society and diversity, or the ability to quickly gain contextual understanding.
  • Expertise in transparency, accountability, and anti-corruption discourse, including anticorruption covenants and TI methodologies and indicators.

Objective:

  • The purpose of this assignment is to engage an expert to conduct an in-depth and comprehensive assessment of the local integrity system in KRI following the LIS toolkit of Transparency International. Further, the assignment requires the development of detailed recommendations to be taken up by local government stakeholders and a roadmap (a follow-up action plan) for strengthening local integrity in collaboration with key local stakeholders.

 

Language:

 

  • Fluent Kurdish is required as well as working (proficiency) level of English. Arabic is desirable (could be an asset).
