Project title: Strengthening the protective environment for women and girls at risk or impacted by Violence Against Women and Girls (VAWGS)’ in the context of COVID-19 in Al-Anbar (Ramadi, Khalidiyah Jazerra Al-Khalidiyah) and Nineveh Plain (Qaraqosh, Bartela, Kremlesh)

Job description of consultant:

  1. Developing the evaluation plan: The consultant will work with the BWA to develop an evaluation plan that outlines the objectives, methodology, data collection tools, and analysis plan for the evaluation.
  2. Collecting and analyzing data: The consultant will collect and analyze data using various methods such as surveys, interviews, focus groups, and document analysis. They will also use statistical analysis tools to analyze the data and draw conclusions.
  3. Reporting and presenting findings: The consultant will prepare a report that summarizes the findings of the evaluation and provides recommendations for improvement. They will also present the findings to the organization in a clear and concise manner.
  4. Providing feedback and support: The consultant will work with the BWAB to provide feedback on the findings of the evaluation and to provide support for improving the program or intervention.
  5. Ensuring ethical and professional standards: The consultant will adhere to ethical and professional standards in conducting the evaluation, including maintaining confidentiality and respecting the rights and dignity of participants.

The role of an external evaluation consultant is to provide an objective and independent assessment of an organization, program, or intervention that can help improve its effectiveness and impact. The consultant brings expertise, rigor, and a fresh perspective to the evaluation process, and can provide valuable insights and recommendations to the organization.

Location: Al-Anbar (Ramadi, Khalidiyah Jazerra Al-Khalidiyah) and Nineveh Plain (Qaraqosh, Bartela, Kremlesh)

Expected duration of assignment: 5 months

Project duration: 1/June/2021 till 31/May/2024

Targeted area: (Ramadi, Khalidiyah Jazerra Al-Khalidiyah) and Nineveh Plain (Qaraqosh, Bartela, Kremlesh)

Target group: Female refugees/Internally displaced/asylum seekers

Approximate 3600 women and girls as direct beneficiaries

Project goal: The project goal is to strengthen the protective environment in the context of COVID-19 with locally-led protection services for displaced women and girls at risk or impacted by Violence Against Women and Girls (VAWGS)’ in Al-Anbar and Nineveh Plain.

Evaluation Objectives and scope

  • Key informant (10-20) interviews and/or focus group discussions with relevant stakeholders at different level and BWA staff, including key partners and beneficiaries in Nineveh Plain and Khaledaya
  • Questionnaires and surveys (3-10) addressed as appropriate to groups of stakeholders at various levels.
  • Selected around 4-5 field visits to meet with the local stakeholders, beneficiaries and partners involved in the implementation of the projects, including interviews with direct beneficiaries.
  • Participatory workshops to steer the evaluation and to discuss findings and recommendations.
  • The Evaluation will involve a visit to the locations of the project activities. While a considerable amount of the consultations can be conducted remotely (for example via Skype) at 4-5 Field visit is considered as essential.
  • must assess the degree to which gender and power relationships – including structural and other causes that give rise to violence, inequities, discrimination and unfair power relations – change as a result of the intervention. In addition, the evaluation process must be inclusive, participatory and respectful of all stakeholders (rights holders and duty bearers)
  • The scope of the evaluation will encompass various evaluation methods, including reports, surveys, questionnaires, key informant interviews, and focus groups, to gather comprehensive data for analysis.
  • The evaluation must evaluate the whole project covering the entire project duration with a strong focus on evaluating the project goal and outcomes.

Methodology
The Contractor is expected to perform a mixed-methods approach, combining quantitative data analysis from baseline and end line surveys with qualitative insights from interviews and focus group discussions, to, the following tasks but not be limited
Based on the evaluation questions and the context of the project, a mixed-methods approach would be appropriate to ensure comprehensive data collection and analysis. Here’s a proposed :

  5. Field visits
  6. Level of stakeholder engagement
  7. Evaluation team composition

Qualifications and Requirements:
• Advanced knowledge of Microsoft office 7 years
• Demonstrated experience in conducting end-line evaluations for humanitarian projects.
• Expertise in GBV or Protection sector
• Strong analytical and reporting skills.
• Excellent communication and interpersonal skills.
• Arabic and English language mandatory
• Individual or company has ability to cover project area
