Overview:IBTCI is seeking a Data Quality Assessment (DQA) Specialist to support the Iraq Monitoring and Evaluation Project, which provides third-party monitoring (TPM) services for Bureau of Humanitarian Assistance of USAID (BHA) The purpose of the DQA is report on the validity, integrity, precision, reliability and timeliness of selected indicators for USAID Implementing Partners (IPs). DQA findings will help USAID flag any data quality issues and limitations, and provide practical recommendations on data quality issues to IPs in the short term. The DQA Specialist will assess the adequacy and integrity with which IPs are documenting and managing their data collection and storage processes.

Responsibilities

Scope of Work:

  • Review documentation, including past IMEP DQA Final report and recommendations, review of IP specific documents such as, progress reports, work plans, monitoring and evaluation plans, review of data collection methods, databases, PIRS and definitions for each indicator (Mandatory/Standard and Custom)
  • Provide advisory technical support to DCOP as needed in preparation and development of methodologies for checking and revalidating the data for the selected indicators (Mandatory/Standard and Custom) indicators reported by the IPs
  • Review IMEP USAID/BHA IPs’ data collection records and conduct interviews with IPs’ staff to provide an overall assessment of the IPs’ M&E systems that documents key IP processes and procedures for collecting, analyzing, and reporting data
  • Ensure that all necessary information is collected during meetings with IPs and site visits; travel to the sites and report findings.
  • Review each indicator against the quality standards and complete a DQA checklist, and where appropriate, a System Assessment Protocol at the USAID, IP and IP subcontractors’ level (as appropriate). Based on this review, identify actionable recommendations to address any emerging data quality issues.
  • Integrate USAID/BHA feedback action point recommendation in DQA resubmission
  • Other duties as assigned.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Deliverables:

  • Review and comment on reports from assessments of individual Mandatory/Standard and Custom (USAID/BHA and IP-specific) indicators.
  • Submit Draft DQA report to IMEP in accordance with IMEP Implementation plan. The report will:
  • Summarize the data quality limitations and weaknesses identified for each indicator examined and will present recommendations about how to address such limitations/weaknesses.
  • Share higher-level observations about the findings of the DQA exercise, as well as articulate lessons learned during the process of implementing the DQA.
  • Present conclusions for each of the five USAID DQA standards emerging from the process.

Serve in the above consultant capacity to support the IBTCI Crisis, Conflict & Governance technical practice.

 

This position does not authorize/require the consultant to directly communicate with IBTCI clients.

This position does not authorize/require the consultant to have decision making authority on final work product.

Qualifications

Minimum Requirements:

  • 5-7 years of professional experience in the field of monitoring and evaluation focusing international development, humanitarian assistance, or working in conflict zones, preferably working on USAID projects.
  • Prior extensive experience of independently conducting rigorous and evidence-based DQAs.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
  • Oral and written fluency in English required. Conversational Arabic is desirable, but not required.

 

Education:Bachelor’s degree in international development, management, research , social science, or other related field.

 

Preferred Knowledge, Skills and Abilities:

  • Demonstrated understanding of humanitarian assistance
  • Demonstrated familiarity with USAID requirements (i.e. ADS Chapter 201) on DQAs; and
  • In-depth understanding of USAID performance management standards and guidelines.
  • Extensive experience in conducting rigorous and evidence-based DQAs

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.  This position requires the incumbent to be mobile and agile at a moment’s notice in case of an emergency.

 

Travel:  International travel to Erbil, Iraq may be required, but the assignment may also take place remotely.
