Position Description
EnCompass LLC is seeking a Deputy Chief of Party (DCOP) for an anticipated five-year United States Agency for International Development (USAID) USAID Iraq Monitoring, Evaluation and Learning Activity (IMELA).
The USAID/Iraq Monitoring, Evaluation and Learning Activity (IMELA) Activity will provide USAID/Iraq with a variety of monitoring, evaluation, and learning (MEL) services to advance evidence and decision-making for USAID. This may include, but is not limited to, assessments, performance and impact evaluations, third-party monitoring, data quality assessment (DQAs), and special studies.
The DCOP will support the Chief of Party (COP) on project planning, implementation, and evaluation support as well as support coordination with the Mission and other staff. The DCOP will likely provide both technical and managerial leadership in conducting performance and impact evaluations, sector assessments, baseline assessments, evaluation designs and methodology, research and analysis, performance monitoring and evaluation capacity building, and CLA. They may also support the implementation of evaluation capacity building activities, and synthesizing evaluation lessons.
The position will be full-time and be based in Baghdad or Erbil, Iraq (dependent on the needs of contract), with anticipated travel throughout the country.
Position Duties and Responsibilities
Essential functions:
- Provide administrative and operational oversight of the program to ensure all activities and deliverables are executed with quality, timeliness, and compliance
- Assist COP in performance management systems and financial management
- Responsible for day to day supervision of staff and resources of activities under the contract. Coordinates work with local subcontractors and evaluation staff
- Coordinates with local staff of USAID implementing partners, Central and Regional Iraq Government officials, academics, donors and stakeholders.
- Assists with overseeing and coordinating the staff training and building local capacity for monitoring and evaluation staff and/or subcontractors.
- Provide technical assistance and training, as needed, for USAID, implementing partners and government counterpart staff (to the extent they are involved in USG projects). Other duties as assigned
- Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed

Position Requirements
Qualifications
Academic Qualifications
- Bachelor’s degree and 12 years’ experience; or Master’s degree and 8 years’ experience; or PhD and 6 years’ experience in international development/studies, economics, business, statistics, or a related field required
Experience and Skills
Required:
- Minimum of eight (8) years of experience working on donor-funded, international development activities (preferably with USAID), and with experience in some of the following areas: finance, procurement, accounting, logistics and/or human resource
- Working knowledge of and experience with USG-funded program management, policies, regulations and procedures (such as the FAR)
- Strong communication, supervision, and management skills
- Advanced proficiency in written and spoken English and Arabic
Preferred:
- Experience supporting monitoring, evaluation, and learning (MEL) activities
- Familiarity with USAID Iraq and/or USAID programming in the MENA region
- Prior experience as a manager of teams, deputy project director, DCOP, or senior technical advisor working on complex donor-funded activities
- Knowledge of/familiarity with USAID’s Collaborating, Learning, and Adapting (CLA) Framework
