STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree (master’s degree or equivalent) in Law, Political Science, International Relations, Public Administration, or related field. A first-level university degree, in combination with qualifying experience, may be accepted in lieu of an advanced university degree.
Language: Fluent (level C) English and Arabic in both oral and written communication
Experience: A minimum of five years of progressively responsible experience in elections; experience in assisting, implementing, supporting or advising on electoral laws and regulations is required; experience working with the UN, a UN agency or an international organization on electoral issues; demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred; knowledge of UN rules, regulations, policies and procedures an asset.
FUNCTIONS
Summary of Key Functions
1. Provide legal advice on electoral laws.
2. Advise on electoral programs, legal drafting, and dispute resolution.
3. Support coordination between IHEC and courts
4. Maintain partnerships with stakeholders.
5. Advise IHEC on complaints management.
Functions / Key Results Expected
1. Under the supervision of the Legal Advisor, provide legal advice to the OEA and the IHEC on electoral legislation including the electoral law, voter registration, electoral disputes, political party registration, electoral procedures, rules and regulations, codes of conduct and other legal issues related to the electoral process.
2. Support and advise the implementation of electoral programs and processes in: legal drafting, complaints and dispute resolution, capacity-building, institutional reform and development:
3. Support on designing and implementing tools that allow better coordination between the IHEC and the judicial courts in the detection and treatment of electoral matters.
4. Support the maintenance of professional and productive partnerships with national counterpart institutions and other key stakeholders in the electoral process.
5. Advise the IHEC Commissioners and staff of the IHEC on the development and implementation of a complaints management process that is consistent with the UN mandate, and international principles and perform other related duties as required.
