Under the direct supervision of the Engineer Project Officer for Education in Dohuk and with technical supervision from the EDUCATION the Electrical Engineer Field Monitor is responsible for the daily oversight of contracted work at school upgrade and school construction sites at CRS education projects in Ninewa provinces/Talafer district. Daily tasks will include liaising with the contractor, ensuring compliance of the Scope of Work and best practices of construction, and providing daily reports to relevant project staff.

 

Roles and Key Responsibilities: Include about 5-7 key job responsibilities to describe the overall concept of the work performed but should not include too many details, tasks, or the instructions or procedures for performing the job.

Program Activities

  • Ensure day-to-day program activities are implemented according to the Scope of Work (SOW), including the scheduling of material and equipment at site and the work completion of the day.
  • Conduct daily observations of the sites assigned in terms of site preparation, construction, and rehabilitation of buildings (schools).

Program Quality

  • Ensure that work complies with relevant local, national and international standards and regulations for quality, safety and the environment, and reflect industry standards and agency best practices.
  • Certify that the Scope of Work is respected such as type of work and dimensions.
  • Ensure that the CRS approved material is used at the site.
  • Participate in school assessments as necessary.
  • Through community contacts, identify any issues arising from CRS program implementation and report back to supervisor.
  • Monitor the progress and quality of the work of contractors, reporting any issues or concerns immediately to direct supervisor. Write and submit to supervisor daily, detailed site visits reports

 

 

 

Partnership and external representation

  • Work in close coordination with engineers from other CRS departments, as necessary.
  • Maintain excellent collaborative working relationships with local authorities, school administrators, and Department of Education officials.

Protection

  • Reads and familiarize themselves with the CRS Policy on Protection from Abuse and Exploitation and Code of Conduct.
  • Sign the updated Code of Conduct and Acknowledgement of the Policy on Protection from Abuse and Exploitation
  • Ensure Protection standards are met at each work site. This includes monitoring the quality of work so that final construction is free of safety hazards. This also includes actively promoting a safe construction site so that ongoing work does not endanger laborers or community members.
  • Report concerns of suspected exploitation or abuse in accordance with the Reporting Procedures

Internal Coordination and Communication:

  • Report all project questions, requests, and challenges to direct supervisor in a timely fashion
  • Take part in team and staff meetings as necessary
  • Be candid in conversations with program staff at all levels
  • Identify personal areas for growth so as to engage in continuous learning
  • Adhere and remain compliant at all times with CRS policies and procedures

Basic Qualifications: (Approximately 5-7 Requirements).

  • Degree in Electrical engineering or related field.
  • At least 2 years of experience of construction site management
  • Basic writing skills
  • Good communication skills in English
  • Strong cross-cultural skills and experience working with different ethnic/cultural backgrounds.
  • Strong desire to continuously improve personal skill set.
  • Knowledge of construction best practices
  • Proven ability to multi-task and meet deadlines
  • Willingness to work daily from field sites in Dohuk and perhaps weekends if necessary
  • Proficiency in Microsoft Office, including Outlook, Word, and Excel
  • Fluency in written and spoken Arabic, Candidates with strong English skills will be given preference.

Education and Experience: Bachelor’s Degree in electrical engineering or related field.

  • Required Languages: Fluency Arabic Speaking and writing, Good communication skills in English

Travel – include percentage of required travel, if applicable. 90% field
