Job Overview

Project Background:

The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, works with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA has four (4) objectives:

  1. Enhance GOI service delivery capacity
  2. Improve public financial management
  3. Strengthen monitoring and oversight of service delivery and public expenditure
  4. Support Iraqi change agents (cross-cutting objective)

Under the anticipated Climate Change Governance activity, Task Order 6, IGPA will support the Government of Iraq (GOI) as it seeks to increase its efforts at addressing climate change issues as part of its commitment to the UN Framework Convention on Climate Change (UNFCCC).

The purpose of this task order is to provide technical assistance under the general scope of the overall contract through three tasks: a) Improving climate change governance in key sectors b) Supporting GOI in addressing climate changes, including engaging Iraqis and COP26 participation; c) Supporting provincial level climate change governance.

Purpose:

The Task Two Engagement and Outreach Coordinator will support the design, development and implementation of citizen engagement, public awareness and support to National Adaptation Plan activities. The Sector Support Coordinator will also support the Sector Support Coordinator and Provincial Coordinator in communicating climate change initiatives to national and provincial level government counterparts working in key service delivery sectors.

 

Duties and Responsibilities:

  • Assist the MOE Climate Change Secretariat in designing and implementing a series of public awareness campaigns that highlight Iraq’s climate change strategy and the importance of climate change mitigation and adaptation to the health of the economy, the environment, and their communities.
  • Engage communities most affected by climate change and help promote both community action and civic awareness related to the water, solid waste management, and electricity sector-based initiatives as described above.
  • Assist MOE in developing and implementing appropriate citizen engagement programs to be included in their emerging adaptation plan. This could involve the development and administration of GOI fund for civil society organizations, community groups, and small and medium enterprises to incorporate climate change approaches and methodologies into their projects.
  • Augment the assistance and support provided by the UN to the GOI and the MOE in identifying and developing its strategies in the critical sectors of water, solid waste management, and electricity, identifying approaches that assist in meeting climate change targets.
  • Seek to assist GOI in developing monitoring and evaluation frameworks to be incorporated into its strategies which would enable it to better assess progress, address deficiencies, and result in a more credible process overall.
  • Assist GOI in preparation for its participation in the upcoming 26th UN Climate Change Conference.
  • Contribute to weekly and monthly reporting by preparing highlights and success stories.
  • Ensure that all sector specific support related activities are properly coded in TAMIS with all required documentation.
  • Any other duties as assigned by Task Order Team Lead.

 

Qualifications and Experience

  • An MBA or master’s degree in a related field is required.
  • Minimum of 5 years’ experience in engagement, outreach and climate change adoption in service delivery sectors.
  • Minimum of 3 years of experience on USAID-funded projects.
  • Demonstrated experience conducting public awareness campaigns, citizen engagement strategies, and public outreach.
  • Demonstrated project management skills, highly organized and detail oriented, and ability to initiate, coordinate, and complete activities with minimal oversight.
  • Must be fluent in English.
