Al-Mesalla.ORG for Human Resources Development is a non-governmental, non-profit civil society organization registered with both the Kurdistan Regional Government (KRG) and the Iraqi Central Government. Since 2004, Al-Mesalla has been actively operating in Iraq, focusing on civil society empowerment, women’s rights, livelihoods, peace, and justice

 ESSENTIAL DUTIES AND RESPONSABILITIES:

  • Finance Officer works directly with finance manager, Accountants, HR Officer, Projects’ Managers (Coordinators) and Cashier.
  • Prepare and check annual financial reports.
  • Ensure the production and quality of financial reports for donors by checking compliance with donor guidelines with finance manager.
  • Prepare quarterly advance requests to obtain advance funds from donors in the format applicable.
  • Liaise with the project sites for their budget and expenditure numbers.
  • Assist the PM in project budget monitoring and project budget revision.
  • Set up accounting system, including projects’ budget, reporting forms and filling system for the project, in accordance with the projects document and the Al-Mesalla procedures.
  • Enter financial transactions into the computerized project accounting system.
  • Prepare and present accounts, financial statements and other requirements for auditing and be responsible for responses to audit queries.
  • Responsible for the capacity building of sub-grantees and reviewing their reports.
  • Induction training for organization staff and sub-grantees regarding any policy or regulation related to the finance department.
  • Follow-up and reconcile the accrual payments on monthly basis.
  • Prepare monthly bank reconciliation.
  • Review monthly cash reconciliation and cash count.
  • Control of salary payments to staff, including social and tax liabilities and reconcile them on monthly basis.
  • Will be focal point of finance department to deal with all the offices and centers.
  • Controlling Process of payments, file, and archive all relevant documents, including vouchers, invoices as hard and soft copies.
  • Develop and update budget status reports, monthly and quarterly financial reports.
  • Prepare final accounts and reports of the projects.
  • Review and approve the package of documents before any payment.
  • Replacing other finance staff in case of their absence.
  • Check and ensure that all expenditures of projects are in accordance with Al Mesalla and donors’ procedures. This includes ensuring receipts to be obtained for all payments.
  • Check budget lines to ensure that all transactions are booked to the correct budget lines.
  • Follow up bank transfers. This includes preparing the bank transfer requests, submitting them to the bank and keeping track of the transfers.
  • Prepare and ensure that monthly tax and Social Security are made, and dues remitted on time as per act, also responsible on archiving the hard and soft copy of documents.
  • Bank accounts should be reconciled and reported on or before the 10th of each month.
  • The candidate person should manage financially all the centers within the programs.
  • Volunteer work when needed is a part of TOR.

QUALIFICATIONS:

  • University degree or Diploma in Accounting, Finance, Economics or Business management or related fields.
  • Experiences no less than 2 years in accounting and finance.
  • Proven ability to collaborate well and to deliver work in a timely manner.
  • Experience in staff Payroll and follow up contracts.
  • Experience working with national and international organizations no less than 2 years.
  • Familiarity with standards and guidelines for accountant.
  • Excellent communication, analysis and negotiation skill, availability to work with a variety of stakeholders.
  • Knowledgeable in inventory control and procurement procedures.
  • English, Arabic and Kurdish language are required.
  • Extremely flexible and could cope with stressful situations and frustrations.
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint and Accounting system are plus.
  • Ability to make decisions and work independently without supervision.
  • Able to travel in Iraq.
  • Must be able to maintain the highest level of confidentiality regarding work-related information and data.
  • Punctuality and respect for rules and procedures.
