Islamic Relief’s (IR) has been working in Iraq for more than 14 years. IR was on the ground throughout the military incursions and is one of the few aid agencies that continued working during and after the 2003 war.
Islamic Relief Worldwide Iraq is implementing several projects in the sector of Food, WASH, Health, Education, GBV, and shelters.

Job Purpose:

The FSL Project Officer will be responsible for the implementation of MSMEs project in Halabja KRG. The FSL Project Officer will ensure the implementation of community-level activities for MSME trainings and business support in Halbjha Governorate.Improving the living conditions of vulnerable families in target areas through the implementation of MSME activities, business management trainings, business grants.

KEY ACCOUNTABILITIES

 

Job Responsibility:

 

  • Supports implementation of the project at the community level.
  • Executes needs assessments along with program objectives
  • Engages in community mobilization.
  • Facilitate field coordination of assistance to micro, small and medium enterprises (MSMEs), limited in-kind grants, and linkages to existing business support services to lower risks and strengthen the ability of companies to grow their workforce.
  • Monitor all MSME support-related interventions to ensure that they are compliant with international norms and standards, national laws and policies, technical standards and organizational policies;
  • Provide support in assessing completed business grant applications, by participants in business skills training, for eligibility for financial support.
  • Provide mentoring, technical support, and motivation to the business created by grants provision.
  • Actively liaise with project beneficiaries on project activities
  • Conducts frequent field visits to monitor the MSMEs business and provide technical support.
  • Support the Project Manager in daily implementation and administrative tasks, including logistics and procurement.
  • Ensure that all supporting documents for PRs and payment requests are properly filed, documented, and photocopied for filing.
  • Any other duties as assigned by the supervisor.
  • Ensure the IRW Code of Conduct and Child Protection Policy are kept in all activities.

Coordination and Representation

  • Liaise with local officials including municipalities, Chambers of Commerce, MoLSA, DoLSA , universities , local NGOs and INGOs, project partners, key community leaders, MSMEs, and other relevant stakeholders to ensure successful deliverables;
  • Develop and maintain working relationships and coordinate with relevant international and local agencies active in the livelihoods and economic development sector;
  • Representing the organization in official and coordination meetings in Halabja with government agencies and other humanitarian organizations.
  • Conduct ongoing periodic visits to the country office in Erbil to follow up on the project status with management (not less than 4 visits per month).
  • Assumes the completion of project activities according to the timeline stipulated in the project proposal

 

Team Management

  • Provide oversight and technical support to the FSL Assistants
  • Develop and implement a comprehensive plan for staff capacity building

Budget Management:

 

  • Ensure timely and proper utilization of budget lines and ensure PRs are raised correctly in AX system.
  • Ensure regular monitoring of the budget through a review of Budget vs. actuals (BvA) with the finance team – and plan accordingly.
  • Conduct monthly BvA meetings with the Project team.
  • Work closely with the program team and Finance team to ensure the program expenditures are closely monitored.

 

 

 

PERSON SPECIFICATION

  1. A) EDUCATION/TRAINING

Required:

  • Bachelor’s Degree  or equivalent in business, management, economics, or other relevant field Minimum of a in Social Sciences, Development studies or related field

 

  1. B) EXPERIENCE
  • At least three years of progressive experience in MSMEs or related business fields
  • Proven ability to successfully implement business support for MSMEs
  • Experience carrying out in-depth assessments of MSMEs to identify bottlenecks, challenges and potential for growth;
  • Experience working with Business development service providers;
  • Proven ability to liaise with a network of government officials, NGOs, and potential implementing partners;

Required:

 

Professional Qualifications

  • Extensive experience in working for NGO or INGOs on Development fields with a minimum of three years of relevant experience
  • Demonstrated capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities and other stakeholders.
  • English-language and Kurdish proficiency (speaking, reading, writing).
  • Good writing and reporting skills
  • Ability to multi-task and meet deadlines
  • Proficiency in computer applications (MS Word, Excel, Power point)
