Health, Safety, Quality & Compliance Manager

Manager will be responsible for the adherence of Health, Safety, Quality & Compliance

standards of the Company and support the operation based in Baghdad, Iraq.

 

MAIN ACCOUNTABILITIES INCLUDE: 

Responsible for implementation of Health, Safety, Quality & Compliance at MASIL.

 

  • Assist Training & Risk Manager in achieving their responsibilities in respect of managing Health, Safety, Quality & Compliance within the organisation.
  • Establish and implement Emergency Response Plan (ERP) throughout the organization including organising and conducting exercises at both Passenger and Cargo Terminals in coordination with other stakeholders.
  • To execute Medical Emergency Response Plan as and when required as directed by General Manager and Training & Risk Manager.
  • Report any breaches of statutory requirements or company best practice to Head of Risk.
  • Undertake the training necessary to ensure proper understanding of their responsibilities and relevant corporate policy.
  • Conduct risk assessments, incident investigations as required by Training & Risk Manager.
  • Ensuring that all ground handling activities conform to both MASIL and ICAA security standards and requirements.
  • Ensure that all reported accidents and incidents are fully investigated, and relevant reports are timely submitted to Training & Risk Manager.
  • Monthly preparation of KPI reports.
  • Implement and support new business tools and processes.
  • Monitor compliance training and liaise with training department to ensure adequate training program are maintained, with relevant and appropriate records.
  • Operations are conducted in accordance with applicable regulations and requirements of customer airlines in addition to internal standards.
  • Support the company’s Fair & Just Culture
  • Support corporate compliance with applicable management of Training, Health, and Safety at Work Regulations.
  • Support managers in undertaking the protective and preventative measures necessary to achieve compliance with training, health, and safety legislation as it applies to them.
  • Investigate all station incidents and ensure that the corrective reports are completed, issued and follow-up action is implemented.
  • Conduct regular Safety and Quality audits.
  • Review all Health & Safety training ensuring that all employees and Management are aware of changes in regulations and/or operating procedures.
  • Implement and support new Safety business tools and processes.
  • Monitor compliance training and liaise with all managers to ensure adequate training program are maintained, with relevant and appropriate records.
  • Ensure all personnel are aware of new legislation and changes in Training, Health, and Safety procedures.
  • Ensure Health, Safety committees are in place and meetings conducted monthly.
  • Ensure other safety, security standards and requirements as laid out in MASIL manuals, but not limited to Health & Safety Manual, GSE Manual etc., are followed and complied with.
  • To chair monthly safety performance reviews, both internally and potentially with 3rd parties.
  • To take on any additional training courses as and when required to ensure that any changes made to any regulations or commercial agreements are complied with.

COMMERCIAL AND OPERATIONAL RESPONSIBILITIES:

  • Ensure personnel deployed at work allocations are trained as per their relevant areas of work.
  • Ensure SMART security inspections are carried out.
  • Ensure SMART inspection numbers meet or exceed the target set within the Company.
  • Ensure results of SMART inspections are shared with all relevant Department Heads and General Manager.
  • Ensure security standards and requirements as laid out in MASIL manuals are followed and complied with.
  • Ensure continuous improvement in operational processes, develop & review polices, support the field operation and introduce secure working procedures.

FUNCTIONAL RESPONSIBILITIES:

  • Work with all personnel to maintain, enhance and manage effective safety, quality & compliance systems.
  • Ensure monthly security reports are generated and shared with Training & Risk Manager.
  • Ensure Process Improvement Notices (PINs) are generated and shared with Training & Risk Manager on a timely basis.
  • Ensure Annual Safety Business Plan is complied with.
  • Represent company at meetings with other airport stakeholders, customers, regulatory bodies and maintain cordial relationship.
  • Adhere to guidelines always laid out in MASIL Corporate Governance Manual.
  • Encourage “Just Reporting Culture” within MASIL.
  • Support the Station to achieve ISAGO accreditation.

COMPLIANCE:

Carry out all activities of the role and processing activities (as above) as directed by the Company through its policies, procedures and training to ensure the success of the operation including the following:

QUALIFICATIONS AND EXPERIENCE:

  • A degree holder in any field.
  • Fluent in written and spoken English.
  • Knowledge of Arabic is preferable.
  • Minimum 10 years experience in the field of Security out of which at least 3 years should be in a management role.
  • Demonstrable leadership qualities – Ability to communicate successfully with employees, management and outside institutions.
  • Ability to develop good working relationships with external agencies, airlines and airport authorities.
