As we continue to grow, we are seeking a dynamic and dedicated professional to join our team as the HR and Communication Officer.

The HR and Communication Officer will play a crucial role in advancing the organizational goals by managing human resources and facilitating effective communication strategies. Reporting directly to the Executive Director, this position is based in Mosul, Ninawa.

  • Key Responsibilities:

Human Resources Management:

Develop and implement HR policies and procedures in accordance with organizational objectives.

Oversee recruitment processes, including sourcing, interviewing, and onboarding of new staff.

Manage employee relations, addressing concerns and fostering a positive work environment.

Ensure compliance with labor laws and regulations.

Communication and Public Relations:

Develop and execute internal and external communication strategies to enhance organizational visibility.

Craft compelling messages for various stakeholders, including donors, partners, and the local community.

Manage social media accounts and create content to promote organizational activities.

Organize and coordinate events to enhance public engagement.


Employee Recruitment and Onboarding:

  • Manage end-to-end recruitment processes, including sourcing, interviewing, and hiring.
  • Conduct orientation programs for new hires to facilitate a seamless onboarding experience.

HR Policy Implementation:

  • Develop, update, and implement HR policies in alignment with organizational goals.
  • Ensure compliance with labor laws and regulations, fostering a fair and inclusive work environment.

Employee Relations:

  • Address employee concerns and grievances, fostering a positive and collaborative workplace.
  • Facilitate communication between management and staff to enhance employee satisfaction.

Training and Development:

  • Identify training needs and coordinate professional development programs.
  • Encourage a culture of continuous learning to enhance employee skills and competencies.

Performance Management:

  • Administer performance appraisal processes, providing constructive feedback to employees.
  • Collaborate with department heads to set performance goals and monitor progress.

HR Administration:

  • Maintain accurate HR records and ensure data confidentiality.
  • Process payroll, manage benefits administration, and oversee HR-related documentation.

Qualifications and Requirements:

To excel in this role, the ideal candidate should possess:

  • A minimum of five years of experience in a similar HR role within the NGO sector.
  • Strong communication skills, both written and verbal, with the ability to convey complex information effectively.
  • Proven experience in recruitment, staff development, and performance management.
  • Knowledge of labor laws and regulations.
  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • Proven experience as an HR Officer or in a similar role. Minimum 5 years of experience
  • In-depth knowledge of HR functions, policies, and best practices.
  • Strong interpersonal and communication skills.
  • Ability to handle confidential information with discretion.
  • Proficient in MS Office and HRIS (Human Resources Information System) software.
  • Knowledge of Iraqi labor laws and regulations.
