Job Overview

The Human Resources Officer is responsible for providing specific administrative and technical human resource support to the staff in accordance with the overall Global HR approach as well as compliance with local labor and fiscal regulations, under the HR Manager supervision.

Recruitment, Selection & Placement of all national staff

  • Support with recruitment, selection, and placement process of staff (job advertisement, interviews and assessment, reference check, selection, job offer, Onboarding and issuance of contract) for recruited staff.
  • Preparing induction & Briefing plan for the staff on starting date of employment.

 

Systems, Processes & Procedures

  • Maintain the HR systems (online) and processes, ensuring they operate economically, efficiently and effectively in support of the business objectives and ensure alignment with International Federation guidelines and policies and compliance with procedures, systems, and processes.
  • Collect the variable elements of payroll on database (paid holidays, sick leave, unpaid leave, etc.) in order to ensure accurate and on time payroll payment.
  • Concrete knowledge of monthly payroll and all staff contributions process, checking the list of employees and amounts payable (variable pay, taxes, social security’s contributions, etc.) in order to ensure accuracy and on time payroll payment.
  • Collect, check, follow up and validate all attendance sheets.

Performance, Training and Learning

  • Follow up on yearly staff performance and evaluations system.
  • Promote and stimulate the use of performance tools among staff.

HR & Administration

  • Inform all the new staff on Staff Regulations, HR policies and regulations and/or living conditions in order to facilitate staff integration and their security.
  • Execute, under the HR Manager supervision, employee contract related activities (file opening and formal documentation archiving, personal data updating, amendments, termination dates supervision, etc.) in order to ensure legal compliance.
  • Present and explain contract terms and the content of Internal regulation (rights and obligations) to newly recruited personnel in order to ensure legal compliance and local integration.
  • Facilitate end of contract of employment /requests for extension and appraisals.
  • Contribute to the improvement of briefing and debriefing arrangements.
  • Execute Time Management of all national staff in Iraq delegation.
  • Contribute to the preparation of accurate and timely human resources reports.

 

Others

  • Perform additional HR task on request of the line manager.
  • Support the HR manager in any other activities.
  • Follow the Iraqi labor law in all processes and procedures.
  • Organizes travel and files of all Staff arriving/departing, including International Staff documentation (visas, Accommodations, transportations, etc.), booking and purchasing plane tickets, keeping / renewing passports and organizing briefings / induction.
  • Ensure that all staff have valid work, stay, travel permits.

Requirements:

  • Bachelor’s Degree or Relevant Degree
  • 3-5 years Human Resources experience
  • Fluently spoken and written English and Arabic
  • Good knowledge of HR Information Systems
