Role Summary
As a senior staff member, the Human Resources and Safeguarding Coordinator is responsible for coordinating all human resources activities, such as recruitment, payroll, labour relations, and employee services, and ensuring safeguarding policies are followed. They are responsible for ensuring that HALO HR standard operating procedures (SOPs) and policies are adhered to, and that recruitment, career management, and disciplinary procedures comply with Iraqi Labour Law.
Qualifications & Skills
• A Bachelor degree is required, preferably in human resources management, or law-related studies. A Master’s degree is desirable.
• Progressive experience in HR management, preferably in the non-profit INGO sector
• Demonstrated success as an HR generalist supporting employee groups of 100+ employees
• Minimum 3 years of experience in a similar position
• Proficient in Microsoft Office (Word, Excel, PowerPoint and Access) and One Drive
• Knowledge of Iraqi and KRI labour laws and practices
• Knowledge of employee relations policies and procedures
• Experience in implementing Human Resources Management Systems
• Excellent communication and team collaboration skills
• Excellent writing and analytical skills
• Familiarity with grants and donor audit procedures
• Committed to gender equity and equality
• Experience working with multi-disciplinary teams
• Excellent written and spoken English and Arabic languages.
• Driving license for automobiles
Responsibilities
The Human Resources and Safeguarding Coordinator is responsible for coordinating all human resources activities within the programme. Responsibilities involve close collaboration with HR and management staff at field locations, and frequent travel is required.
These responsibilities include, but not limited to:
• Ensure HALO is compliant with all national labour laws, and minimization of legal exposure. Remain informed with ongoing changes to labour laws and directives.
• Ensure total conformity on all HR and administrative policies and procedures as outlined in HALO’s Internal Regulations
• Prepare monthly staff payroll and ensure attendance records are accurate and up to date
• Manage leave request records
• Maintain appropriate records, ensuring that all personnel information and statutory documents are filed, updated and confidentially maintained.
• Coordinate and ensure timely completion of the annual performance evaluation process.
• Oversee onboarding and off-boarding processes for all staff
• Conduct training on goal-setting, utilize budgets to organize development activities and work one-on-one with managers and employees
• Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labour regulations and requirements
• Maintain an effective negotiation process and harmonious employee/employer relationship
• Advise supervisors in determining appropriate disciplinary plans of action
• Conduct quality control over internal staff database and personnel filing system
• Prepare and submit monthly staff insurance list and OFAC sanction list for HQ
• Act as the designated Safeguarding Coordinator in-country, including the provision of training to employees on safeguarding procedures, reporting issues identified and supporting with investigations as necessary
• Work with the International and National Management Team to conduct recruitment, preparing notices, organise interviews, etc.
• Ensure each member of staff has and adheres to a valid contract
