Summary of Position:
The Human Resource Officer (HRO) is responsible for the planning and oversight of Wchan personnel. This includes recruitment process, developing and maintaining personnel files; and staff performance mechanisms.
Details of the duties and responsibilities:
- Develop and oversee processes of recruitment of new staff, including orientation to the organization’s principles and values.
- Prepare contracts for all staff and maintain all documentation related to the staff up-to-date at all the time.
- Keep quality records of contracts, hires, promotions, attendance, timesheet, leave, grievances, performance reviews, and terminations.
- Assist the Director with the personnel plan for the organization and the projects.
- Support the Director in preparing staff job descriptions and updating them.
- Work closely with the Director and recruitment teams in shortlisting of the potential candidates and preparing interview questions and participate in the interview process, when necessary.
- Ensure reference checks are carried out before offering job.
- Work with the Director and Board of Director and other senior staff to develop and update the organization personnel policies and procedures including review of salary and benefits policies.
- Ensure adequate systems for performance management are put in place and administered as part of the organizational development, including providing advice to directors, supervisors and monitoring staff.
- Assists in organizational training and development efforts for the staff.
- Support directors, supervisors and staff in conflict management and the resolution of employee relations issues.
- Respond to staff inquiries regarding policies, procedures, and terms of employment.
- In consultation with the Administrator develop and implement safety and risk management policies.
- In consultation with the Administrator, design and deliver staff celebrations, social gatherings and recognitions.
- Prepares Payroll and other adjustment to the payroll and share with the Finance team.
- Performs other related duties as required and assigned by the Director.
- Qualifications:
• Minimum university degree, particularly graduate degree in Social Sciences, Administration and Management, or related fields.
• Three years of professional experience in human resources and organizational development works, particularly with NGOs or UN agencies.
• Knowledge of labor laws of Federal and Kurdistan Regional Governments.
• Fluency in written and spoken Kurdish, Arabic and English languages.
• Experience in developing and implementing complaints and feedback systems.
• Excellent organisational skills and ability to handle multiple tasks in a changing environment.
• Computer and internet literacy (Word, Excel, Email, Google Calendar, Skype, etc.).
• Excellent communication and interpersonal skills.
• Ability to work effectively with various personalities and cultures.
