Job Overview



Based in Mosul, the Humanitarian Access and Security Officer will be in charge of following the daily safety and security implementation of the internal rules of HI in Ninewa and to ensure HI has always the proper and updated documentation and authorization to conduct its activities. He/She will also be in charge of keeping relations with main stakeholders such as authorities and other organizations and analysing the evolution of the security context in Ninewa Governorate.


Baghdad, the Area Manager Ninewa, the Support team, the Project Managers and Technical Field Managers in the implementation of security and safety policies and procedures to HI’s programs in Ninewa Governorate.





Under the direct responsibility of the Humanitarian Access and Security Manager (HASM) and in close link with the Area Manager Ninewa (AM Ninewa), the Humanitarian Access and Security Officer (HASO) will have to:


  1. Safety and Security Monitoring


-Provide technical support to the elaboration and update of security and safety policies, procedures, guidelines and planning

-Support the HASM and the AM Ninewa in review and updates the Ninewa Security pack on a regular basis.

-Implement operating procedures and contingency plans

-Check regularly GPS car tracking and compare it with phone tracking

-Ensure phone tracking when necessary (in link with logistics); help logistics to ensure maximum monitoring of tracking and respect of it by the teams

-Join and attend relevant meetings in Ninewa or any other place

-Provide contextual briefings on relevant trends to HI team upon the needs

-Provide Security briefings to new national staff updating the content as context remains fluid.

– Contribute to the update and facilitation of security & safety training

-Collect and share immediate information on any security incident with direct impact on HI staff and/or operations

– Ensure the follow up and the good management of emergency boxes, first aid kits and in general all safety and security materials and equipment

– Ensure the recruitment, management and training of the guards of Mosul base


  1. Access and Liaison


-When needed, handle enquiries from local authorities on HI’s activities; and keep HASM and AM Ninewa always updated regarding authorizations needed to operate; translate documents if needed and ensure deposit and collections of the authorization letters

-Support the HASM  and the AM Ninewa to develop, maintain and establish positive and transparent relations with the key stakeholders in the areas of intervention including line ministries, governors’ office, municipalities, community leaders and other key community members;

-Map the key decision makers in the areas of intervention and keep this information updated and available, maintain an updated database with all relevant contacts from different government representatives (at local level), local NGOs, municipalities and other key stakeholders;

-Keep relevant management staff informed and consulted with on all external representation; ensure full transparency with HASM and AM Ninewa

-Identify and carry out necessary liaison with community, IDPs and other key stakeholders before and during HI’s intervention

-As appropriate, help organize and/or participate in coordinated assessment missions

-Support monitoring and reporting of access-related issues;

  1. Reporting
  • Support the HASM in drafting the Monthly Security Sitrep for Ninewa
  • Preparation of weekly Security Reports
  • Update contact list, area profile, security communications tree of the base and other security/safety/access documents.



Note that the Security and Liaison Officer will be requested to remain very flexible, to respond to additional tasks or changes as identified by his line manager.




·       Security management or similar degrees



·       At least 3 years’ experience in Security Management and Liaison roles, preferably with an INGO


·       Local languages

·       English mandatory (oral and written)

  • Good analysis skills
  • Good communication skills
  • Good networking skills






The working hours are the following:


Sunday till Thursday, from 8.00 AM to 4:30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities.


It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.


Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
