Job Title: Information and Communication Technologies (ICT) Specialist 2
Level: B2
Duty Station: Iraq – Baghdad Delegation
Reports to: Information and Communication Technologies (ICT) Manager
Duration of Contract: One Year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:
Under the supervision of the ICT Manager, the ICT Specialist 2 manages and organizes all the Information and Communication Technology (ICT) systems and services at his/her area of responsibility (AoR). He/she supports the ICT Manager in the design, installation, and management of the ICT infrastructure and ICT Services. He/she support the ICT Coordinator leading ICT transformative initiatives and the deployment of new technologies.
An advanced knowledge on the ICT domains (PC hardware and software, server, networking, telephony, radios, satellite systems and ServiceDesk) is required.
Key Responsibilities:
ICT Support Services (40%)
- Assures ICT Management of Operational Support in his Area of Responsibilities in relations with the ICT Manager
- Ensure that installations and maintenance are carried out according to ICRC procedures and guidelines.
- Daily organize and follow up on first level support to users and other workplace services.
- Follow-up on assignments to new arrivals as well as receipt of any ICT materials from departing colleagues.
- Briefs end-users on standard computer systems (hardware and/or software), provides technical advice and assistance with IT equipment and its use and provides remote support when needed.
- Identifies and responds in a professional manner to all ICT related requests from users.
- Follow-up the management of incidents and escalation of such problems to level 2 or 3 support.
- Represents technical support for all problems/requests related to ICT services.
- Organise and perform monitoring of ICT facilities and report any malfunction in the shortest possible time.
- Provides technical advice and suggestions in the areas covered by ICT as needed.
ICT Infrastructure and Transformative Projects (30%)
- Installs, programs, adapts, and maintains all professional ICRC Informatics, Telecom and Telephony equipment’s like (computers, servers, printers, peripherals, internal networks, power systems, internet facilities, radios) in compliance with the internal standards and procedures to provide with a high level of service.
- Install and maintain the ICT infrastructures of the other Sub-Delegations through support missions.
- Follow-up of ICT projects in the defined AoR, in coordination with the ICT hierarchy and other services.
- Keep the telecom and computer networks in its optimum performance in line with the different setups, policies, and contingencies in place.
- Leads ICT Transformative initiatives together with the ICT Coordinator (Virtual Reality, IoT solutions, Business Intelligence solutions, New Technologies) in his/her AoR or at country/regional/global level.
ICT Administration and Logistics (30%)
- Participates in planning and budget implementation with ICT coordinator.
- Reports regularly or upon request to his/her superiors on the department’s activities, pending, state of projects, problems, etc. for the sites under his responsibility.
- Ensure that the inventory is accurate, exhaustive, and reliable, and the ICT stocks (spare parts, ICT consumables, and equipment) are adequately managed including disposal plans for obsolete materials and inform the coordinator in case of lost, stolen, broken equipment for the sites in his AoR.
- Defines and or adheres to the order/re-order frequencies of parts, equipment, and tools, locally or through Geneva, in accordance with established procedures and in collaboration with other services.
- Manage relationships with ICT suppliers and the key service providers in line with the local procedures.
Education and Professional Experience required:
- Bachelor’s Degree in ICT domain (Electronics, Telecommunications, Computer Science, Information Systems).
- 4 years’ troubleshooting experience in ICT services (ServiceDesk, Workplace, ICT, Telecom).
- Experience in telecom technologies (VHF, Unified Communication, VSAT), network infrastructure, user support.
- ICT services management certification (ITIL, PMP and Prince) is an asset.
- Fluency in English and Arabic, written and spoken.
- Capacity to integrate and implement ICRC policies/procedures and to train the users.
