Lead Commissioning Engineer
Roles and Responsibilities:
- The Commissioning Lead shall review and advise the EPC Contractor in all matters relating to the Commissioning of the new facilities.
- The Commissioning Lead will participate/support in the EPC contractor in the development of the Operational Readiness Plan and ensure that all Commissioning plans are developed and implemented on the project.
- The Commissioning Lead shall act as the subject matter expert (SME) for ALL commissioning & pre-commissioning related issues and concerns
Key responsibilities include:
- Review the EPC Development of project Commissioning and Start-up (CSU) basis
- Review EPC Contractor development of Systemization (define commissioning systems)
- Review EPC Contractor CSU activities per Commissioning System and Sub-System
- Review EPC activity description-logic relationships-resources/vendor support/special tools-temporary facilities-durations
- Review EPC Set up system testing scope
- Participate in EPC led Systemisation Workshop
- Participate in EPC led Alarm Rationalisation Workshop
- Participate in EPC led SIMOPS workshop and subsequent SIMOPS review activities
- Review EPC ITR’s if not using Company CMS
- Review & advise EPC Contractors with the development of Work Execution Flow Scheme (WEFS)
- Review the development of EPC Contractor project commissioning plans, integrate commissioning activities into project execution plan
- Review EPC developed CSU schedule input into overall project plans
- Review & advise EPC Contractors with the Development of Commissionable System Definition
- Review EPC Contractor Commissioning Activity List
- Review EPC Contractor Commissioning Consumables List and commissioning spares in Espire
- Support EPC Management of OSBL interfaces
- Attend regular meetings with EPC Contractor to monitor the development of commissioning related deliverables
- Act as focal point for other EPCM (Company) OSBL interfaces from MC onwards
- Manage support and interface with the P&T’s ORA functions
Education, Skills & Experience:
Education
- BSc., University degree in Chemical/Process/Electrical/Mechanical Engineering or equivalent
Experience and Skill set
- Minimum 15 years’ overall experience in Oil and Gas related projects
- Minimum 10 years’ experience in an EPC or EPCM Commissioning Role in Oil and Gas related projects
- 5 years’ experience as a CSU Team Leader in project delivery
- Experience in the Middle East Iraq being preferred though not essential
- A good understanding of modern systematic pre-commissioning processes as well as a detailed knowledge of systems & tools required to deliver successful CSU on a major project.
- Experience in med size / major projects which must involve gas facilities integration is required
- Experience with major Brownfield project work that includes shutdown, upgrade and hot works integration activities.
- Working with a multi-cultural workforce is desirable.
- A proven track record in following a project from concept selection to steady state operations, (through FEED, detailed design, construction, commissioning and handover)
- Strong, and demonstrated, personal commitment to HSSE Leadership and experience in managing HSSE throughout all project phases
