Background:

Cesvi is an Italian NGO working for global solidarity. Cesvi operates worldwide to support the most vulnerable populations in promoting human rights and achieving their ambitions, for sustainable development.

Cesvi has been working in the Kurdistan Region of Iraq since 2018, focusing on the sectors of livelihoods, cash assistance, agriculture and food security, protection and gender based violence (GBV).

The project is proposed by Cesvi Fondazione Onlus and aims to provide economic opportunities and vocational training to vulnerable populations in the Iraqi Kurdistan Region. The project addresses cross-cutting issues such as gender equality and disability, and aims to involve women and girls, as well as individuals with disabilities, in vocational training courses, internships, and job placements. The project also focuses on supporting small entrepreneurship and local handicraft production, particularly managed by women. The implementation of the project will be guided by international humanitarian aid effectiveness principles and will prioritize the safety and security of staff, partners, and beneficiaries. The project will also monitor security conditions using a “Country Traffic Light” tool and will implement minimum security measures to ensure the safety of project staff.

The Livelihood Community Mobilizer will work within the framework of the above-mentioned project.

Brief project profile:

The proposed project by Cesvi Fondazione Onlus in the Iraqi Kurdistan Region is titled “Self-Reliance – Promoting self-sufficiency and sustainable economic and professional opportunities for vulnerable families affected by the crisis in Iraq.” The project aims to improve the resilience of vulnerable families by fostering business creation for men and women and the professional integration of young people. It is expected to last for 12 months, from January 1, 2023, to December 31, 2023, with a total value of €969,800. Cesvi Fondazione Onlus has been present in the country since April 2017 and has implemented different types of emergency and resilience livelihood interventions in the region.

The project target areas are Erbil and Duhok Governorates.

 

MAIN TASKS AND RESPONSABILITIES

The Livelihood Community Mobilizer will be responsible for community engagement and empowerment of the beneficiaries in the assigned area through mobilization, awareness and monitoring tasks. He/she will be responsible to ensure the active participation of the beneficiaries in specific livelihood activities, such as mentorship sessions, training, Grant support and etc. Furthermore, the Livelihood Community Mobilizer will be in constant communication with the community, the beneficiaries, the local partner and other stakeholders established in the framework of the Livelihoods project activities, by providing them with relevant information on project activities and on selection criteria.

Under the supervision and management of the Livelihood Coordinator, CMs will:

  • Mobilize communities and disseminate information about the project to promote community support;
  • Work with the target communities and establish close relationships with them;
  • Ensure relevant target groups are identified and informed of the planned events/sessions in advance;
  • Support the Livelihood Coordinator in beneficiaries’ selection, in particular in the community engagement and in data collection through the assessmenttools;
  • Assist in the drafting of the agreements with the beneficiaries and explanation of the main points to beneficiaries;
  • Support the Livelihood coordinator in supervising the disbursement phase;
  • Support the Livelihood coordinator in the implementation Grant support activity implementing with beneficiaries;
  • Monitor the work and achievements of the  business grants beneficiaries;
  • Conduct Focus Group Discussion/dialogue sessions with beneficiaries and other community members.

Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA

  • Fully complies with security plans and protocols and code of conduct.
  • participate in the community sessions for the final selection of beneficiaries
  • Supervision and follow-up of the beneficiaries of the microbusiness support activities the supervision including provide regular reports on the performance of the businesses and work.
  • Submitting weekly reports and movement plans on a weekly basis including attending weekly project coordination meeting for Erbil program.
  • Collect the necessary endline and baseline data

Development of Cesvi presence in the country

  • Actively contribute to new needs assessment.
