About Us
Free to Run’s mission is to drive change in community gender norms in conflict areas by supporting adolescent girls and young women to develop their leadership and wellness through running. We are a registered nongovernmental organisation in three countries that has been operating community-led programs for migrants and ethnic minority populations in Iraq, Afghanistan, Democratic Republic of Congo, South Sudan and Hong Kong since 2014. We deliver long-term, youth-led, progressive running, leadership, rights and health programs directly to individuals (ages 10-24) to build assets and social access. However, the longer term impact of our work is building enduring social change – decreasing barriers to public participation, increasing women in leadership and making power structures more equitable and inclusive. The organisation is in a position of significant growth, in terms of our strategy, reach, impact and operating budget.
Position Overview
The Logistics and Finance Officer, will be responsible for all financial operations of FTR and ongoing administrative and operational support. In addition to leading effective logistic coordination of project activities, the finance and logistics, monitor use of financial resources, expenditures and preparation of financial reports. Furthermore, overseeing the administration and procurement activities of FTR. In conclusion, ensure implementation of logistical, financial, administration and procurement policies are in line with FTR regulations and policies. The Logistics and Finance Officer will work under the general supervision of the Country Director and the direct supervision of the Finance and Operation Manager will be based in Erbil with frequent travels to Sinjar. This is a full-time position.
Core Accountabilities
Financial Management:
- Ensure proper documentation and authorization for all expenses.
- Oversee and continuously track all financial transactions, ensuring accuracy and completeness.
- Monitor spending to ensure alignment with approved budgets and financial guidelines.
- Manage Petty Cash and maintain a precise daily record of cash transactions; perform daily cash counts for accuracy.
- Prepare regular financial reports and audits to ensure adherence to best practices.
- Create financial forecasts, identify issues, propose solutions, and initiate corrective actions when necessary.
- Provide updates to the Finance Manager regarding financial status, highlighting potential issues and suggesting remedies.
- Maintain confidentiality of budget-related data and files while controlling access to relevant repositories.
- Assist in month-end and year-end financial reporting and audits as directed by the supervisor.
Procurement
- Coordinate procurement activities, including sourcing suppliers, obtaining quotations, and timely procurement of goods and services.
- Implement procurement processes in alignment with organizational policies and procedures.
- Monitor inventory levels, track assets, and manage logistics to optimize the supply chain and minimize costs.
- Maintain effective communication with suppliers and vendors to ensure timely deliveries and issue resolution.
- Organize and maintain procurement documents for audit readiness.
- Record, store, and allocate received goods in accordance with established procedures.
Logistics
- Maintain a comprehensive inventory of all organization-owned assets, equipment, and supplies.
- Document and track assets throughout their lifecycle, including acquisition, allocation, maintenance, and disposal.
- Assist in periodic physical verifications of assets to ensure accurate records.
- Monitor utility usage and payments for field offices, centers, and prepare payment requests as per contracts and invoices.
- Address repair and maintenance needs of the office and centers promptly and efficiently.
- Establish and maintain a systematic filing system for procurement and logistics documents.
Operations & Facilities Management
- Ensure adequate workspace and facilities, adhering to FTR standards, and promoting a safe and healthy office environment.
- Assist in space planning, coordinating and communicating workspace and furnishing requirements.
- Provide necessary workspace essentials, manage purchases and leases of ergonomic furniture and equipment.
- Manage maintenance requests and evaluate quotations for external services, ensuring timely resolution.
- Facilitate provisioning of office logistics, including telephone, internet, mail, and supplies.
Complete other activities as directed by the Finance and Operation Manager and perform all other tasks and responsibilities assigned for the benefit of Free to Run with a generous and serving spirit.
Location (Duty Station)
The Logistics and Finance Officer position will be based in Erbil, with frequent travel to Sinjar.
Working Hours
The Logistics and Finance Officer Officer position is a Full-time role, estimated at 40 hours per week. Due to the nature of the organization’s business, hours may fluctuate outside regular core hours for Free to Run, which is 9am-5pm, with the possibility of some nights or weekends, depending on the needs of the organization.
Remuneration
Based on experience. Aligned with market rate in Kurdistan and Iraq.
Qualification, Education, Experience, Skills and Competencies

Qualifications requirements
Education: Bachelor’s degree in Finance, Business Administration, Logistics, or related field.
Experience
2-3 years of progressively responsible professional experience in non-profit accounting, logistics and procurement. Experience with INGOs preferred.
Skills and Competencies
- Proven experience in financial management, procurement, and logistics within the NGO sector or a similar environment.
- Strong understanding of financial principles, budgeting, and reporting.
- Knowledge of procurement and supply chain procedures.
- Proficient in using financial software and Microsoft Office applications.
- Excellent organizational skills with keen attention to detail.
- Strong communication and interpersonal skills for effective vendor and team coordination.
- Ability to work independently and within a team, managing multiple tasks simultaneously.
- Knowledge of facility management and office logistics.
- Commitment to the organization’s mission and values.
- Strong administrative skills, word processing abilities, and attention to detail.
Language: Proficiency in written and spoken command of English and in Arabic is required and Knowledge Kurdish is preferred.
