GMAC Iraq is looking to hire an M&E Team Leader for an international organization in Balad – Salahaddin.

Contract Duration: 2 Months (Renewable)            Deadline:   25 Feb 2021

Salary  Range: Negotiable                                            Working Days: 5 Days/Week


Duties and Responsibilities

  • Needs Assessment preparation and conduction
    1. Make the necessary arrangements before the assessment (call group participants, check access to areas, set times, check availability, etc.);
    2. Support the logistics staff (drivers) the location of new places, households and interviews;
    3. Look for suitable places to conduct the interview when there are specific needs to bear in mind (privacy, confidentiality of information, etc.);
    4. Train and supervise the enumerators or staff responsible for data collection;
    5. Conducting confidential data collection activities using a tablet/other tools;
    6. Ensuring that all data captured is kept physically/digitally secure at all times;
    7. Support in building relationships between COOPI, local authorities, municipalities and communities;
    8. Support the reporting phase by conducting data entry, data cleaning and initial data analysis
  • Monitoring and Evaluation of COOPI projects/programs
    1. Support management and accountability through routine, accurate collection that confirms status of project activities based on log-frames.
    2. Train and supervise the enumerators or staff responsible for data collection;
    3. Track the performance of the project activities and outputs against expected results by collaborating to collecting data and providing other information relevant to the purpose
    4. Support in reporting by conducting data entry, data cleaning and initial data analysis
    5. Provide documentation and dissemination of key findings stemming from monitoring, assessment, and other learning activities;
  • Accountability
    1. Maintain regular contact with beneficiaries, community leaders, municipality representatives and other (I)NGOs, inviting them to participate in monitoring and assessment processes and sharing the results with them;
    2. Inform target beneficiaries of their rights, the intended results and impact of the project, the monitoring and evaluation processes, and the feedback and complaints mechanism of COOPI;
    3. Conduct visits to intervention areas to provide training, technical assistance, and support, as well as to ensure that accountability and learning tools and strategies are understood and being implemented effectively;
    4. Conduct the feedback collection and analysis in collaboration with Program Managers:
      1. Ensure that feedback tools are available and are understood by the target population
      2. Collect feedback in a confidential way, and escalate sensitive feedback in accordance with COOPI’s AAP framework
  • Support follow up on actions to respond to the client’s feedback according to action points agreed upon with PM, MEAL and other relevant staff
  • Security
    1. Respect the security rules specified in the mission and the base security plan and perform the security management tasks that can be assigned in its protocols;
    2. Communicate to the security referent of the working location any security related information or noncompliance with the security plan.
  • Support all COOPI activities
    1. Support emergency interventions, as per the employee’s competences;
    2. Support any activity that helps achieving COOPI humanitarian goals, as per the employee’s capacities;
    3. Support other activities if it is needed;

Required qualifications, competencies, and experience Qualifications

  • Education: University degree in social sciences, systems studies, statistics or other relevant field of studies
  • Experience:
    • Minimum of two years’ experience, preferably in an international NGO, in similar role/with similar responsibilities;
    • Demonstrated understanding of direct monitoring and evaluation processes, specifically in the humanitarian and development context;
    • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation;
    • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms
  • Language Skills: Arabic (native), English (working knowledge)
  • Computer Skills: Knowledge of data collection systems (KOBO Collect), advanced knowledge of Microsoft Office Suite (Microsoft Word, Microsoft Excel
