Job Overview


  • To support the implementation of a robust monitoring, evaluation, accountability and learning systems at base level.
  • To act as the focal point for accountability/complaints/feedback mechanisms at base level


Monitoring, Evaluation, Learning

  • Contribute to the timely and quality delivery of all MEAL requirements in the field by supporting the implementation of MEAL activities including but not limited to:
    • Supporting the development of tools for data gathering: review of format and translation
    • Supporting preparation and follow-up on indicators, calculations and measurements
    • Support the overall preparation and follow-up on the MEAL plan and support external and internal evaluations exercises.
    • Travel to all areas of work and conduct field-level data collection and analysis using different techniques (household surveys, focus group discussions, key informant interviews etc…)
    • Compile, sort and analyze the information from field visits & provide regular reports and data to the MEAL Officer as well as programme teams to help in activity delivery.
    • Support with data entry, analysis and reporting when required
    • Work with volunteer data collectors to ensure that monitoring, evaluation and assessment procedures are followed and adhered to


Accountability & feedback mechanisms

  • Promote HI accountability to beneficiaries through continuous enhancement of the complaints and feedback mechanisms
    • Follow-up on the implementation of the complaint & feedback mechanisms at base level, including staff training on procedures
    • Recording, compile and archive complaints and feedback received in the dedicated database
    • Perform monthly consolidation, analysis and reporting of complaints and feedback data collected to MEAL/field management
    • Coordinate with the PSEA focal person and relevant staff for action depending on the nature of complaint


Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.




Base: Baghdad

Line management: MEAL Officer

Collaboration with: Program team. Supervision of Data collection volunteers/daily workers as relevant.




Education and Experience

  • University degree in a relevant field
  • A minimum of six (6) months of experience in implementing MEAL systems in development and humanitarian contexts, preferably familiar in at least one of HI’s sectors: Rehabilitation, MHPSS, Mine Action, Risk Education, and in cross-cutting sectors of Inclusion and Protection
  • Fundamental understanding of the project cycle management and integration of MEAL
  • Strong analytical skills and ability to handle complex issues
  • Proven experience in coordinating with diverse teams
  • Excellent computer skills with high proficiency in using Microsoft Word, Excel and PowerPoint programs
  • Proven experience in operating online data collection platforms i.e. ODK, Kobo Collect, SurveyCTO
  • Strong analytical skills and ability to handle complex issues

Required skills and competencies:

  • Excellent skills in spoken and written Arabic
  • Good level of spoken and written English,
  • High level of interpersonal and communication skills
  • Highly developed cultural awareness and ability to work well in a diverse, international environment
  • Well-organized and able to plan work accordingly
  • Demonstrated ability to establish harmonious and effective working relationships, both within and outside the organization



The working hours are the following:


Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities.


It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.


Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
