OUR TEAM

The function of the Policy, Advocacy and Communications (PAC) team is to support and promote our program portfolio and advocacy objectives in Iraq.

Working closely with our local and national partners as well as the global Oxfam confederation, the PAC team works with colleagues across 7 offices in Iraq to develop advocacy, comms and policy initiatives that support the core areas of our work.

JoB Purpose

To maximize coverage of Oxfam’s program, advocacy and campaign messages in Iraq, in the region and internationally by developing and delivering effective media and communication content.

Core Details

Location: Based in Erbil with frequent travel to other programme offices (Baghdad, Ramadi, Tikrit, Kalar, Khanaqin, Kirkuk and Mosul)

Hours of work:

 40 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at interview stage

Key Responsibilities

 

Technical

  • Develop a media and communications strategy to support the PAC team, as well as fundraising and programs.
  • Up to date understanding of local context and working closely with advocacy colleagues to develop communications content as and when needed in relation to local events.
  • To produce and oversee the production of written and digital content (stories, photos, blogs, videos) to be used on Oxfam and other platforms as well as to liaise with relevant staff at regional and HQ level to maximise the use of the content generated.
  • To produce regular high quality coverage of Oxfam’s programme and advocacy work, for national, regional and international audiences. This includes developing press releases, reactive lines, case studies, questions and answers and to organise media briefings, visits of journalists and Oxfam staff to programme locations (including logistical arrangements) as needed.
  • Ensure regular and timely dissemination of Oxfam in Iraq comms content across different Oxfam International platforms as well as to target audiences in Iraq and around the world.
  • Provide strategic communications input into programme proposals and donor reports in order to meet visibility requirements, increase programme impact to support policy change objectives; and ensure links between our programmes and advocacy work. This will involve adapting comms content/products for different target audiences.
  • Represent Oxfam on media platforms, including as media spokesperson if required and providing and support to other staff to act as spokespersons. Where needed train key staff for interviews.
  • Build the capacities of the media and communications focal points stationed in the Oxfam Iraq field offices.
  • Build relationships with media/communications colleagues in other organizations (eg. NGOs, UN agencies, civil society) to coordinate and collaborate on projects.

Leadership

  • To ensure representation of Oxfam’s programmes, activities and research within the Oxfam Confederation.
  • Provide comms input into programme proposals to ensure that they are in line with Oxfam positions, priorities and guidelines.

 

Management

  • Develop a media and communications strategy to support the PAC team, as well as fundraising and programs.
  • Work with the PAC Manager and Oxfam Country Director to identify areas of work to prioritise in Oxfam media and comms strategy.
  • Management of significant processes and relationships, particularly with partners and external contacts. Requires ability to analyse and communicate complex information to a wide range of audiences.
  • Ensure streamlining of Oxfam comms and media content across all programs in Iraq and share with the wider confederation. This will involve developing an adapting complex policy and development content for different target audiences.
  • To improve the internal communication in country through the development of newsletters, social media, posters, internal campaigns, information sharing.
  • Sound political judgement on issues of extreme sensitivity. Makes decisions and solves problems on complex issues, requiring creative thinking to find best solutions and drawing on information from a variety of sources to inform decision making.
  • Flexibility to work beyond normal office hours if required, recognizing media is not a standard “office hours” job.
  • Providing technical advice and specialist guidance on appropriate communications solutions across the organisation at all levels.

 

Skills, Experience and Knowledge

Essential

 

  • At least 3 years of experience in communications and/or media in the NGO or similar sector.
  • Fluency in written and spoken English.
  • Strong writing skills, preferably with a history of writing communications materials, and ability to produce quality work within tight deadlines.
  • Excellent teamwork skills and has experience working closely with programme teams, technical experts, partners and management to provide sound communications advice. Strong influencing skills, ability to persuade busy colleagues of the benefits of supporting the needs of communications work.
  • Strong organisational and personal management skills, with ability to prioritise work issues to meet deadlines.
  • Experience of managing social media channels including Instagram, Twitter, FaceBook and repurposing content for different social media spaces. Proven experience of using MS Office applications (Word, Excel and Power Point).
  • Ability to work creatively, effectively and in an innovative manner and to identify and develop new ways to use the media to Oxfam’s advantage. Excellent networking and negotiation skills to develop good working relationships within Oxfam and with the media.
  • Ability to work in complex global networks of multi-national, multi-cultural teams and to develop good working relationships.
  • Ability to model Oxfam’s values (empowerment, accountability and inclusiveness) with staff, partners, allies and other stakeholders.
  • Experience of using photography and video footage for effective communications

 

Desirable

  • Knowledge of Iraqi socio-political context
  • Speaks Arabic and/or Kurdish
  • Use of basic design applications
