Overview
Un Ponte Per (UPP) is a international solidarity association and non-governmental organization (NGO) founded in 1991 immediately after the Iraq war. UPP’s mission is to support local populations affected by armed conflict, focusing on the prevention of armed conflict and the protection of civilians in regions such as the Middle East, North Africa, Balkans, and Ukraine. Operating through humanitarian programs, awareness campaigns, cultural exchanges, and peacebuilding initiatives, UPP collaborates closely with local civil society organizations.
UPP is active in Iraq since 1991 and is regularly registered in Baghdad and Kurdistan Region levels.

Job Description
The Monitoring and Evaluation (M&E) Expert is responsible for conducting an evaluation exercise on 10 projects in Iraq. The projects span various sectors and require a comprehensive evaluation to assess their effectiveness, efficiency, impact, and sustainability.
Main Duties and Responsibilities:
Scope of Work: The M&E Expert will be responsible for the following tasks:
1- Planning (February 2025):
- Develop a detailed evaluation plan in collaboration with field M&E assistants (hired from expert side and he/she will be responsible to develop and follow up on their tasks, the M&E assistants must have enough experience in M&E field work).
- Design the methodology for implementing the evaluation practices.
- Coordinate with project teams to schedule evaluation activities.
2-Data Collection (March – April 2025):
- Conduct focused group discussions (FGDs) and key informant interviews (KIIs) with relevant stakeholders.
- Administer online surveys to gather quantitative data.
- Supervise field M&E assistants during data collection.
3-Data Analysis and Reporting (May – June 2025):
- Analyze qualitative and quantitative data collected.
- Prepare comprehensive evaluation reports, including findings, conclusions, and recommendations.
- Present the evaluation results to the sub-granted organizations.
ESSENTIAL REQUIREMENT :
Qualifications & Experience:
• Minimum of 10 years of experience in Monitoring and Evaluation.
• Strong analytical and report-writing skills.
• Excellent communication and interpersonal skills.
• Advanced English and Arabic language skills. The Kurdish language is also an asset.
Deliverables::
• Detailed evaluation plan by the end of February 2025.
• Data collection tools and instruments by February 2025
• Data set of collected data (FGD, KII and Surveys)
• Draft evaluation report by the end of May 2025.
• Final evaluation report by the end of June 2025.
Note:• UPP project Team needs to have full access to all designed tools, materials, surveys, links and data set.
