Job Tittle: Monitoring, Evaluation and Learning (MEL) Associate

The Iraq Durable Communities and Economic Opportunities (DCEO) is a United States Agency for International Development (USAID) program implemented by Chemonics International in Iraq. DCEO aims to support vulnerable communities to build community resilience against destabilizing factors by increasing their adaptive capacity and economic well-being. The project consists of two objectives. Objective 1, Adaptative capacity of vulnerable communities increased is achieved through two components. Component 1.1 seeks to mitigate drivers of conflict in targeted communities and Component 1.2 seeks to enhance community leadership of inclusive local development. Objective 2, Economic well-being of communities advanced, will rest on the assessments, analysis, foundations, and groundwork of Objective 1.
OBJECTIVE: The Short-Term MEL will work as monitoring party on DCEO activities that will be conducted in new community under the TO3 which is Heet in Anbar. For increasing the MEL visibility in the field and bring on new data, observations, findings and learning aspects to the project, this position is crucial and most importantly is the location where the candidate will base as he/she will be performing from Anbar (anywhere in Anbar) to cover Heet community and also to support the MEL specialist in Baghdad in load season.
Responsibilities:
- Oversee and monitor field activities to ensure they align with the project implementation plan using DCEO/Tahfeez monitoring and evaluation tools.
- Collect and analyse data as per project requirements to assess progress and identify areas for improvement.
- Review and ensure the quality and accuracy of collected data, including data cleaning and entry.
- Provide timely and detailed daily and weekly reports to the line manager, highlighting key findings and progress.
- Conduct Focus Group Discussions (FGDs), surveys, and other research methods to gather qualitative and quantitative data.
- Undertake field visits, remote meetings, case studies, and compile beneficiary stories to provide a comprehensive view of project impact.
- Develop and maintain effective communication and coordination with project stakeholders, including beneficiaries, community leaders, and local authorities.
- Ensure compliance with ethical standards and data protection protocols during data collection and analysis.
- Perform other duties as required and requested, demonstrating flexibility and adaptability to changing project needs.Reports to: MEL Specialist (Erbil Office)Staff reporting to this post: None Role Dimensions: This position requires a high communication skill with stakeholders as well as building trust and understanding among the team members to present findings the project can build on instead of being monitoring party.

Working Hours: Full timeQUALIFICATIONS:
- Minimum of two relevant years of experience is required, preferably in USAID funded projects.
- Proficient in conducting Key Informant Interviews/assessments
- Skilled in in using data collection tools such as Kobo toolbox, and online platforms.
- Experienced in conducting verification of targeted individuals.
- Experienced in writing monitoring reports in English.
- Knowledge of common computer programs, particularly MS Excel and MS Word.
- Proficient in both Arabic and English.Place of Performance: Heet- Anbar
