Job Overview

Essential Function: Reporting to the WorkWell Program Manager, the M&E Officer will lead the design, implementation, and operation of M&E systems from project initiation to closeout. She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results, providing regular project reports to GIZ. She/he will provide technical leadership and oversee data management on gender-related analysis, and ongoing training to other WorkWell Tech Hubs in Iraq. She/he will conduct regular project data analysis and identify methods to use results for program improvement. S/he will lead activity efforts to strengthen monitoring and evaluation and performance reporting within the geographic area of WorkWell. This position is contingent upon award.

 

Essential Responsibilities:

  • Assist the WorkWell Program Manager with development of the M&E Plan for the project, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
  • Lead role in overseeing data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
  • Liaise with WorkWell Data Specialist to ensure data is clean, representative and well-presented in all donor facing and internal reports.
  • Responsible for supporting the preparation and review of program reports in collaboration with program staff.
  • Manage M&E activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
  • Provide training and mentoring to staff to ensure the implementation of strong M&E systems.
  • Design and manage gender-disaggregated and group-disaggregated beneficiary monitoring and database systems.
  • Communicating with relevant partners (from multiple WorkWell sites) on data management to support smooth data collection and transfer of information.
  • Keeping a log (mapping) of research activities undertaken.
  • Supporting the coordination of data collection (tracking), including scheduling and undertaking field visits.
  • Performing quality checks on data, including data cleaning and verification of data.
  • Managing the monitoring and evaluation databases for all WorkWell Tech Hubs.
  • Processing data and providing information for accurate, timely and high-quality reporting.

Competency—knowledge, skills and abilities:

  • Quantitative data management and analysis programs (e.g. SPSS, Stata, SAS, R, MS Power BI)
  • Knowledge of processes involved in TVET (Technical Vocational Education and Training)
  • Organizational skills, with ability to work to and meet deadlines
  • Attention to detail and accuracy
  • Written and verbal communication skills
  • Interpersonal skills with ability to work both collaboratively and independently
  • Confidence and ability to deal with people at all levels across disciplines and cultures

Required education and experience:

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. Master’s degree or Bachelor’s plus an advanced certificate in M&E, statistics, or economics preferred.
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities on international development projects.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
  • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.

Language requirements:

  • Proficiency level written/reading/spoken Kurdish and Arabic;
  • Proficiency level written/reading/spoken English.

Physical demands: Ability to lift 15 pounds or more, physical agility for frontline work.

Travel: 50% of the time, and as requested to all program sites for M&E purposes.
