NKE 1 SENIOR NON-KEY EXPERT: GENDER EXPERT

Project title: ‘’EU Facility supporting policy dialogue and technical assistance in Iraq’’

Brief description of the project: The specific objective of this assignment is to strengthen public institutions and develop capacities for policymaking, planning, and implementation in view of engaging with non-state actors, responding to citizens’ needs and contributing to general socio-economic development including domestic revenue mobilization. Within this framework, the purpose of this contract is to provide on-demand technical assistance open to all Government entities targeted by EU interventions in Iraq through EU Special Measures and the EU multi-annual indicative program 2021-2026, as well as technical assistance directly to the EU delegation and support to the EU delegation for policy dialogue.

Position: NKE 1 SENIOR NON-KEY EXPERT:  GENDER EXPERT

The expert will carry out the following tasks:

• Overall EUD, stakeholder, team and contractor liaison.
• Directly undertaking the research, analysis and programming required within the assignment. Details and methodology are to be further defined during the two-week inception process.
• Producing the inception, monthly, and final reports defined in these TOR.
• Showing flexibility to undertake other tasks, as reasonably agreed and required for the successful completion of the overall assignment TOR.

Qualifications, experience and skills required:

• Master’s Degree in a field closely related to the assignment (gender studies, sociology, social work, social development studies or equivalent).
• Professional experience of at least 10 years in gender programming, or in a field closely related to the assignment is required.
• Substantial experience in appraisal and design processes in relevant sectors for EU or like-minded development partners.
• Experience in working in Iraq or KRI preferred. This may be compensated by deep experience in the sector and in the region.
• Excellent diplomatic, relationship management and communication skills.
• Demonstrated capacity to draft high quality English language technical reports for development partners (examples may be requested during recruitment process).
• Arabic language skills are an advantage.
