NKE 2 Senior Non-Key Expert: Social Protection Country Specialist

Job Overview

The overall purpose of this assignment is to build on and enhance the PEA work for the EUD’s joint social protection programme to better understand the power dynamics at the formal (institutional) and informal layers within and outside of Iraq that may inhibit and/or enhance the achievement of the programme’s objectives.

The objectives of the assignment are to:
– provide a succinct, practical, and timely analysis of the power dynamics related to social protection reform in Iraq, as it relates to existing EU programming; and then to
– use this analysis to offer recommendations on how the EU can harness its steering role in the ongoing programme to guide decision making processes, including how to overcome challenges and seize potential opportunities as they relate to programme design, implementation and steering. For instance, the analysis will help to identify potential spoilers, enablers, with whom to engage, and how to engage with them on which topic and in which fashion.

The main outputs of the assignment are as follows.
1. A succinct analysis of the progress and achievements, as well as setbacks and obstacles the programme might have encountered so far.
2. An identification of the main political-economic challenges/obstacles to social protection reform with recommendations on how to manage each of them.

Activities will consist of
– A succinct review of the current social protection programme.
– Analysis of political-economic challenges/obstacles that may inhibit social protection reform, focusing on the objectives of the EU’s current social protection programme.
– Analysis of potential opportunities to enhance social protection reform.
– Formulation of recommendations for the EUD to overcome the challenges and harness the opportunities.

Targeted in-person interviews with local and international stakeholders, e.g., UNICEF, WFP and ILO, the Ministry of Planning, Ministry of Labour and Social Affairs, the Ministry of Trade, and other stakeholders as seen fit. Stakeholders within GOI include policy and decision makers.
– Validation meetings of draft findings with EUD (upon request).
– Data analysis, submitting draft report and finalizing the report after receiving comments by the EUD.

The services required include:
A. Regular consultations on programme-steering and on all requested matters with the EUD, as required.
B. A complete draft assignment report, covering the outputs as mentioned above, in month four.
C. A final report, within a month after receiving comments from the EUD, in month six.

Duration of assignment: up to 60 working days 

The expert will carry out the following tasks:
• Working closely with the NKE 1/ Team Leader to support all tasks, including research, liaison, coordination, knowledge/materials management, occasional interpreting and translating.
• As specified by the NKE 1/ Team Leader, lead on the research of select topics or institutions, and associated analysis and programming activities of the assignment.
• Flexible support to other tasks as needed for the successful completion of the assignment, as specified by the NKE 1/ Team Leader.
Qualifications, experience and skills required:
• Master’s degree in a relevant field such as public administration, social policies, or another related field.
• Good understanding of social policies.
• Sound knowledge of GOI institutions relevant to the assignment, such as MOLSA and MOP or similar agencies

10 years of relevant experience (or 15 years in case of bachelor’s degree only)
• Experience with appraisal and/or design processes to support development partner programming preferred.
• Excellent diplomatic, interpersonal and communication skills.
• Excellent report drafting skills.
• Fluent English and Arabic.
• Experience as an expert on the recently completed TAF climate scoping assignment will be considered a strong advantage.
