Our Team

Oxfam in Iraq is working with more than 20 local/national NGOs across the country that had allowed expansion of our geographic and thematic scope and enriched our knowledge of context and dynamics, as well as building and strengthening capacity in local humanitarian leadership (LHL) and working with other local and international actors to transform humanitarian system to be more flexible and agile and be locally led.

Oxfam in Iraq is supporting 15 local and national partner organizations across five governates (Salahelddin, Anbar, Kirkuk, Ninewa, and Diyala) to build their institutional and thematic capacities through the SIDA funded project “Building local humanitarian leadership (LHL) for effective and efficient humanitarian response” since 2018. Oxfam is also investing in LHL campaign and network strengthening through projects supported by Oxfam America (project “Aid Hero Campaign) and Wellspring (project “Strengthening LHL network in Iraq). In addition, Oxfam in Iraq is working with number of local and national actors including NGOs, government authorities, women rights organizations, youth and volunteers organizations, and networks etc.

The partnership team leads and facilitates the LHL and transformative partnerships work across different projects and programs in the country and provides support to the Oxfam field offices as well as the partners we work with. The team focuses on the following key objectives:

  • To facilitate strengthening of transformative partnerships in Oxfam in Iraq with a focus on equality and diversity
  • To uphold the principles of partnerships and commitments in Charter for Change
  • To strengthen the local humanitarian leadership among local and national humanitarian actors in Iraq

Job Purpose

The Partnership Officer will lead on liaison and coordination with the different organizations we work with, and actively support transformative partnerships and local humanitarian leadership agenda to be stronger and visible in Iraq. The person will be responsible for effective communications, visibility of partners’ work on LHL and partnerships, coordination with all stakeholders involved, coordination of capacity strengthening and exchange processes in different projects in the country.

Hours of work:

. 40 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at interview stage
This role reports to: Partnership Coordinator

Key relationships/interactions: This role will work closely with the Partnership Coordinator and will get advice and inputs from Partnership Manager time to time. The role will coordinate with local and national partner organizations, and will also work in collaboration with different programs, themes including humanitarian, advocacy, campaigns, gender, protection etc. as well as with global LHL practice group.
Screening checks: All successful candidates will be screened through Refinitiv World-Check One to comply with counter terrorism and financial sanctions regulations.

Key Responsibilities 


  1. Programme partnership and partners’ support:
  • Assist the partnership coordinator in mapping for partners in all governorates Oxfam activities cover.
  • Assist the partnership coordinator in conducting partner’s assessment and partners mapping in all governorates Oxfam activities cover
  • Assist in the partnership team in partner assessment visits in coordination with Partnership Manager and Technical advisors.
  • Assist the partnership coordinator and ensure relevant policies are shared with all partners as required in assessment tools and by Partnerships Manager
  • Act as local partners’ focal point and work with partnership coordinator and manager to respond to partner’s requests in a timely manner.
  • Liaise with partners on weekly basis to follow up on challenges of implementation or new requests and keep records accordingly
  • Act as local partners’ focal point and work with capacity building advisor and manager to respond to partner’s requests in a timely manner
  • Provide feedback for background checks tool to support assessment and strategic fit of local organizations.
  • Responsible for the management of documentation for partners related activities as per Oxfam standards to make sure is clean, tidy and well organized at all times.

  1. Collaboration and Coordination:
  • Prepare and review Programme and Project managers in processing partners’ letters of agreements and grants payments to partners
  • Coordinate with the Media and Communication team for visibility of partnership in Iraq and also upgrade the profile of the programme by reflecting stories and lessons learnt.
  • Coordinate with Oxfam team across the Iraqi programme, to identify learning on MEAL, HR, Funding and Finance.
  • Assist on other tasks as requested by the Line Manager and as deemed necessary for programme development.
  • Support in simultaneous translation from English to Arabic, Arabic to Kurdish and vice versa when needed including in communication with partners and through training workshops
  • Support development and adaptation of evaluation and assessment tools and guidance (for training)


  1. Organizational tasks:
  • Organize monitoring trips to partners liaising between technical coordinators, Partnerships team, Programme Management in field offices and partners’ management
  • Record and archive minutes of meeting and visit reports to partners and relevant stakeholders
  • Responsible for archiving and documentation of project data. Including creation of adequate tools and uploading it on BOX for Management information and review.
  • Prepare, keep and update hard copies of partners’ and projects’ files
  • Lead on organizing Kick-off workshops and capacity building events as requested by PM, liaising with Logistics and Finance departments
  • Prepare per diem and Transportation Payment sheet for Oxfam trainees.
  • Provides general administrative and clerical support including mailing, scanning and photocopying for partnerships team.
  • Maintain electronic & hard copy filling system of partnership program Admin related files.
  • Assist in resolving any administrative problems and inquiries.
  • Assist in preparation of regularly scheduled reports.
  • Maintain and update contact lists for partners and trainees.
  • Prepare and modify documents including correspondence, reports, drafts memos and emails in supporting Oxfam Iraq Leadership
  • Schedule and coordinate meetings and appointments for partnerships and capacity development manager and the team.
  • Support the Oxfam Iraq Leadership in record, compile, transcribe and distribute minutes of meetings for particular partners
  • Make travel and accommodation arrangement for partnerships team and Oxfam Iraq Leadership in close relation with the Admin Officer and Logistics team in different Oxfam offices in Iraq.
  • Provide general support to visitors and clients.
  • Provide leadership on formulation, interpretation & implementation of Admin policies, and practices



Essential – Experience, Knowledge, Qualifications & Competencies:

  • At least 1-2 years’ experience in a similar role
  • Able to work all over the country.
  • Good communication and interpersonal skills
  • Efficient, organized, and a good team player
  • A strong understanding of the political and cultural situation in Iraq
  • Experience in dealing with local humanitarian organizations
  • Strong organizational skills, detail oriented with the ability to produce accurate work under tight deadlines.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Flexible to travel
