Position Summary
We are seeking an experienced PMC HSSE Lead to oversee Health, Safety, Security, and Environmental (HSSE) operations for a high-profile Oil & Gas pipeline construction project in Basra, Iraq. The HSSE Lead will be responsible for developing, implementing, and monitoring HSSE strategies, policies, and procedures to ensure the safety of personnel, compliance with regulations, and protection of the environment. This role requires strong leadership, technical expertise, and experience in large-scale construction projects.
Key Responsibilities
- Develop and implement HSSE management systems, ensuring alignment with project requirements, local regulations, and international standards.
- Monitor and enforce compliance with HSSE policies and procedures across all project sites.
- Conduct risk assessments, hazard identification, and mitigation planning for all project activities.
- Lead safety inspections, audits, and incident investigations, ensuring corrective actions are implemented effectively.
- Provide HSSE training and awareness programs to project personnel and contractors.
- Establish and maintain emergency response plans and conduct regular drills to ensure preparedness.
- Collaborate with project teams, contractors, and stakeholders to promote a culture of safety and environmental responsibility.
- Prepare and submit HSSE reports, including incident reports, audit findings, and key performance indicators (KPIs), to project management.
- Ensure security measures are in place to protect personnel, equipment, and project assets.
- Promote continuous improvement in HSSE practices by identifying opportunities for enhancement and implementing best practices.
Qualifications
- Education: Bachelor’s degree in Engineering, Environmental Science, Occupational Safety, or a related field.
- Experience:
- 12-15 years of experience in HSSE management, with a focus on Oil & Gas or pipeline construction projects.
- Proven experience in a PMC environment and working in Iraq or similar regions is highly desirable.
- Certifications: NEBOSH, IOSH, or other relevant HSSE certifications.
- Skills:
- Strong knowledge of HSSE management systems, risk assessments, and incident investigation techniques.
- Familiarity with international standards such as ISO 45001, ISO 14001, and local HSSE regulations.
- Excellent leadership and communication skills for team and stakeholder engagement.
- Ability to manage multiple priorities and work effectively in a dynamic project environment.
