Wood is currently looking for a Procurement Quality Lead to strengthen our team in Basra, Iraq. The position will be on a 6 weeks on /2 weeks off Rotation.

Responsibilities

The Procurement Quality Lead is responsible for driving the implementation of company quality strategies and campaigns across the delivery teams and EPC contractors, focusing on the effective deployment of the project management system, assurance processes and robust quality metrics. Ensuring projects deliver a quality service that achieves the requirements of Operations and complies with the relevant international/national codes and standards.

This position reports directly to the Project Manager taking day-to-day direction from the Project Manager and functional direction from the WQ1 Quality Section Head. The role is accountable for providing Quality and inspection resources, systems and processes to support Procurement activities and Projects & Execution Planning activities.

Key Accountabilities:

  • Develop, maintain & implement Project Quality Plans, Quality Strategies and Objectives
  • Provide Quality oversight of vendors and contractors, ensuring they are aware of their roles and responsibilities
  • Provide quality estimates for QA/QC project deliverables and inspection of procurement packages
  • Regular quality reporting as required
  • Ensure the maintenance, documentation, and deployment of the project management system
  • Ensure implementation of risk-based audit programmes
  • Plan and partake in internal project and vendors/ suppliers’ audits
  • Conduct site quality leadership surveillance visits
  • Provide input to contract quality risk registers
  • Act as focal point for corrective actions by approving new actions and verifying action closure
  • Facilitate root cause analysis of project nonconformities
  • Capture client feedback and monitor resulting improvement actions
  • Ensure the deployment of a robust criticality assessment process throughout projects
  • Verify the inspection level of products/materials
  • Quality input to project lessons learned
  • Ensure the closure of Quality requirements for project close out
  • Review and provide input into technical bid evaluations
  • Review and approve necessary construction contractors, vendors and suppliers’ documentation including ITPs and procedures
  • Conduct review of project technical queries and specification deviation requests
  • Ensure adequate and competent inspection resources are available to the projects
  • Establish contract inspection framework
  • Assist with evaluation of materials suppliers, manufacturers, fabricators and NDE providers
  • Establish appropriate call off arrangements with 3rd party inspection agencies
  • Manage and raise vendors inspection requests and maintain inspection assignment register
  • Prepare inspection packages for inspectors
  • Assign competent, qualified, and appropriately experienced inspectors to inspection assignments
  • Coordinate vendors/suppliers’ product/material inspection activities
  • Provide support to coordinate fabrication activities
  • Review inspection outputs and highlight areas of concern
  • Report non-conformances identified by inspectors
  • Liaise with Discipline Engineers regarding inspection queries, deficiencies & punch list items
  • Facilitate the recall, quarantine and replacement of defective products/materials
  • Support the review of vendor mechanical catalogues & manufacturing records books as required
  • Ensure upload of inspection reports and releases to document management system
  • Regular reporting of inspection status
  • Review and approve 3rd party inspection invoices
  • Liaise with the Client Quality Representative as appropriate
  • Ensure the closure of inspection requirements for project close out

Performance Indicators: 

  • Successful roll out and implementation of Quality objectives, initiatives and campaigns
  • Successful completion of audits in line with schedules and reporting requirements
  • Effective and timely management of corrective actions in their working location
  • Successful roll out and implementation of inspection framework
  • Effective and timely management of inspection activities
  • Robust reporting against inspection and fabrication status

Qualifications

Minimum Qualifications:

  • Degree in Engineering (Mechanical background is desirable)
  • Membership of CQI or country specific Industry body (desirable)
  • Quality Auditor Qualification by recognized industry body (essential)
  • Welding inspector certification preferably CSWIIP 3.1 or equivalent (desirable)
  • NDE Level II qualification (desirable)

Minimum Experience:

  • Minimum 10+ years Oil and Gas experience.
  • Minimum 5 years in a QA role
  • Previous Experience in a Lead or management position
  • Exposure to Iraq Contracts desirably
