Islamic Relief Worldwide (IRW) has been working in Iraq for more than 20 years. IRW-Iraq was amongst the few aid agencies those were on the ground since 2003. Islamic Relief Worldwide Iraq is implementing several projects in the sector of livelihoods, WASH, Education, and Protection.

 

Job Purpose:

Islamic Relief Iraq is implementing a project “Enhancing Agricultural Productivity and Sustainability in Halabja Governorate-Iraq, therefore we are seeking a potential Program Coordinator with a solid background in agriculture and Livelihoods to be based in Sulaymaniyah/Halabja to effectively implement the project activities.

 

KEY ACCOUNTABILITIES

  • Manage the successful implementation of the Livelihood activities ensuring that teams are following work plans, that activities are on schedule, and that project deliverables are completed as per the plan.
  • To develop concept notes, proposals and budgets as per the strategic objectives and business plan of Islamic Relief Worldwide, Iraq and requirements within the context of Iraq.
  • Oversee the project activities and staff management including resolution of issues, timely responses to questions submitted for feedback, attendance to ensure presence of sufficient staff at all times, conducting regular meetings and sharing minutes with line management.
  • Coordinate with relevant government entities including the Directorate of agriculture, Mayor office, Governorate office, and Directorate of labors & social affairs to ensure the project activities are implemented smoothly and in a timely manner
  • To provide regular support to the project staff, solve any occurred issues, and create a harmonized atmosphere among the staff.
  • Desing and revise BoQ and specifications for agriculture/farming inputs and livelihoods start up kits.
  • keeping regular and smooth coordination with UN agencies and local authorities.
  • Assign and monitor tasks and functions among staff based on their duties and responsibilities.
  1. Ensure Quality Implementation
  • Coordinate and work with the Head of Programs in the preparation of the detailed implementation, monitoring and spending plan of the project activities as well as identifying specific intervention sites.
  • To support beneficiaries to strengthen community resilience in target communities through introducing livelihoods diversification for vulnerable households in Halabja Governorate and the distribution of startup kits and providing income-generating opportunities through agriculture project.
  • Undertake regular and frequent supportive field visits, monitor the physical and financial implementation progress against the plan and propose corrective measures as required to ensure planned activities are implemented in line with relevant standards, codes of conduct, and humanitarian principles.
  • To ensure to strengthen of technical and Improved economic well-being of vulnerable young males and females through enhanced skill sets and provision of agriculture startup tool kits/grants.
  • Develop an action plan strategy for the implementation stage of this project to ensure the effectiveness of a collaborative service system approach.
  • Support beneficiaries to identify local resource opportunities including market availability.
  • Coordinate training programs to improve livelihood on behalf of needy communities including women and youth.
  • Participate in the villages and right holders’ selection and verification of livelihood diversification for vulnerable individuals in Halabja.
  • Conduct regular field visits to monitor project progress identify problems and recommend solutions.
  • Participate in need assessment and feedback to the project management and data collection.
  • Prepare reports on a weekly, monthly, quarterly and Annual basis.
  • to ensure capacity building and well-being of project staff
  • Perform any other task assigned by the line manager and IR Iraq management.
  • At the local level, represent Islamic Relief Iraq and liaise with the livelihoods technical working groups, other forums, local authorities, UN, directorate of agriculture, and international and national NGOs to facilitate successful coordination of activities and ensure transparency in the community.
  • Develop and maintain a strong working relationship and coordinate with Country authorities, relevant international and local agencies engaged in similar intervention activities in the governorate, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs.
  • In coordination with the project team, work with the CO team to develop project documents including inception reports, monitoring plans, contracts, and activity plans.
  1. Monitoring, Evaluation, Accountability, and Reporting
  • Coordinate with the MEAL team and HoP to develop and implement strong and responsive monitoring, evaluation, accountability and learning systems in compliance with IRW MEAL Policies and Procedures.
  • Closely monitor the progress and impact of the program through close communication with the Project team and MEAL officer r – Assist the project team in gathering data on a regular basis using relevant data collection tools.
  • Coordinate with the Head of Program and MEAL Coordinator to develop and maintain appropriate tools for monitoring the sponsorship end-use and effectiveness
  • Implement monitoring systems for the project. Initiate quality monitoring and evaluation plans for newly developed projects (if any)
  • Undertake regular random monitoring visits to project areas and provide feedback to the project team and local partner to ensure concerns and lessons are captured and documented.
  • Draft and compile internal and external reports adhering to the agreed reporting templates – ensure high quality of reports (i.e., ensure compliance with IRW and donors’ requirements).
  • Ensure monthly, quarterly and six-monthly project review meetings
  • Develop and submit monthly, quarterly and project final reports as per donor templates.

 

  1. Budget Management.
  • Ensure timely and proper utilization of budget lines and ensure PRs are raised correctly in AX system.
  • Ensure regular monitoring of the budget through review of Budget Vs Actuals (BvA) with the finance team – and plan accordingly.
  • Conduct monthly BvA meetings with the Project team.
  • Work closely with the program team and Finance team to ensure the program expenditures are closely monitored.
  1. Stakeholder Engagement:
  • Build and maintain relationships with program participants, partners, and other stakeholders.
  • Address and resolve any issues or conflicts that arise within the program.
  • Collect and analyze feedback from stakeholders to improve program effectiveness.
  1. Capacity Building:
  • Design and implement training programs for farmers on sustainable agricultural techniques, resource management, and value chain enhancement.
  • Support the development of farmer groups or cooperatives to strengthen community engagement.
  • Foster a learning culture within the team by encouraging knowledge sharing, collaboration, and continuous professional development.
  • Evaluate staff performance and provide constructive feedback to improve efficiency and skill levels.

 

ADDITIONAL RESPONSIBILITIES

PERSON SPECIFICATION

  1. EDUCATION/TRAINING

Required:

Master /Bachelor’s Degree in engineering, project management, agriculture, Social Sciences, or another related field

Solid background in livelihoods /agriculture.

  1. EXPERIENCE

3-5 years’ experience of working on similar project management and good technical knowledge of livelihood projects (Agriculture)
