Position Summary
Search for Common Ground (Search) is recruiting a Project Manager (PM) for the implementation of two respective projects working with Iraqi youth. The Project Manager will serve as both the focal point in Iraq for ICONs implementation as well as the manager of the pilot YPAG. Under Issue-Based Collaborative Networks (ICONs), the PM will help coordinate and provide technical support to local partners who are responsible for on-the-ground implementation of research initiatives and ICONs workshops. They will also manage a Youth Fellow who will support them on day to day tasks. Under the Young People’s Advisory Group (YPAG) project, the PM will lead implementation of four activities: Youth Capacity Building Training; Youth-led YPAG Charter Development; Planning and Coordinating Meetings; the YPAG Alumni Network.

Key Responsibilities

      • Responsibilities include:
Program Implementation and Management
      • Creates a project work plan and coordinates all activities related to the project, including but not limited to planning, and following up on the implementation of activities, coordinating with local partners, and ensuring timely achievement of project milestones and objectives.
      • Manages project staff and consultants developing technical content and delivering training.
      • Assists with communication and visibility aspects of the Iraq program, through written material, photos, success stories, updated website, social media and traditional media.
      • Organize annual reflection workshops with a wider array of stakeholders to fact-check the results/reflect on previous year and develop annual plans for the upcoming year.
      • Puts together projections, procurement plans, and a costed work plan to implement each activity in a timely, organized manner.
Cooperate with Relevant Stakeholders
      • Develop and maintain contacts with all relevant stakeholders including government authorities, security forces, youth involved in the projects, IREX and UNICEF staff for each respective project, and local partner organization staff.
      • Work closely with I/NGOs to implement ICONS and YPAG Project objectives, including: capacity building trainings, mentorship, designing research and youth-based advocacy initiatives etc.
      • Establish and frequently use communication channels with youth leaders involved in the respective ICONS and YPAG programs.
      • Nurture and expand contact with project donors through required engagement.
Program Monitoring & Evaluation, and Reporting
      • M&E Compliance: facilitate local partners in their M&E and reporting through training and coaching where necessary. Throughout the year, monitoring progress (in a supportive fashion) of partners through field and office visits.
      • Work with the DM&E staff of Search, including the Regional DM&E Specialist, to ensure that M&E frameworks are in place and implemented to document progress towards the project’s intended results.
      • Monitors the project’s financial reporting and works in close collaboration with finance colleagues to ensure compliance.
      • Organize monthly internal meetings such as: Performance Indicator Tracking Table (PITT) meetings, quarterly reflection sessions, and budget vs actual (BVA) meetings. Also responsible for updating the PMT on monthly basis.
      • Safeguard cross-cutting gender empowerment and gender responsive programming throughout the two projects.
      • Safeguard inclusivity, protection, and Do No Harm principles.
      • Ensure all local partners are familiar with Safeguarding against Sexual Exploitation and Abuse and Sexual Harassment (SEAH) , and other safeguarding policies.
      • Signal and communicate any suspicion of misconduct, fraud, etc.
Collaboration between partners and with others
      • Forge synergies between partners, particular those working on similar topics and/or similar areas.
      • Ensure that global advocacy strategy is linked with local advocacy endeavors and exchange takes place.
      • Dispute resolution and problem solving/crisis management.
      • Channels contacts with other Affiliated entities, like subcontractors, consortium stakeholders (transcending local partner contacts, and media platforms).
Qualifications and Competencies
      • A university degree or equivalent certificate/diploma or similar qualification from a recognized establishment or equivalent experiences.
      • At least 3-5 years’ professional experience in a comparable position.
      • Previous experience in youth engagement and governance programming in Iraq.
      • Demonstrated experience in working with local CSOs and government stakeholders in Iraq.
      • Demonstrated experience or knowledge of the nexus between youth and development.
      • Strong experience in coordinating and planning community outreach activities.
      • Proven experience in data collection and analysis as well as familiarity with M&E tools.
      • Strong knowledge of local context and dynamics in Iraq.
      • Fluency in oral and written English and Kurdish or Arabic is required.

    • Tech savvy – good understanding of media engagement and skills in overseeing media production.

    • Grounded understanding of gender dynamics.
    • Willingness and commitment to learning and growing.
