GLOBAL OBJECTIVE OF THE POSITION:

 

Based in Basrah, under the line management of the Victim Assistance Project Manager, the Project Officer is responsible for assisting the Project Manager in running VA activities in the governorate of Basrah.

 

RESPONSIBILITIES AND TASKS DESCRIPTION

 

  1. Implementation of VA activities
  • Organize, coordinate and supervise HI VA activities
  • Monitor, though field visits, the relevance of HI strategy (areas of intervention, target population, methodology of intervention) and suggest potential adaptations/ways of improvements in coordination with the PM
  • Ensure the implementation of the VA activities according to the objectives defined in the project
  • In coordination with Physical Rehabilitation and Mental Health and Psychosocial Support Technical Advisors; ensure that the methodology used answers the needs and is adapted to the context
  • Participate to operational strategic workshops

 

  1. Organize, coordinate and supervise the HI team under your management
  • Create the weekly planning of HI teams and manage their daily activities and movements to the field
  • Manage the team’s daily activities by following up and analyzing data and reports as well as their agenda and caseload
  • Ensure the team is carrying out high standard activities by visiting the facilities and following up on the database
  • Identify, document and report on technical and operational challenges and issues to improve
  • Ensure coordination with the other project team members (POs, PO Assistants, database manager) and within the teams (between PTTs and PTTs with the database, etc.)
  • Organize team meetings for supervision of cases and information sharing as well as sharing minutes
  • Identify any training needs of the field teams and relay these needs to the PM and the Technical Advisors
  • Guarantee the fulfillment of attendance sheets, leave requests, travel allowance forms, etc. in a timely manner and according to HR procedures
  • Undertake the team’s appraisals and fill the appropriate forms according to HR procedures

 

  1. Ensure monitoring and reporting of activities according to the system in place
  • Ensure the team is recording activities and filling patients forms and files correctly and shares them with the data/monitoring officers in a timely manner
  • Provide weekly and monthly reporting to the PM in order to answer to the program needs
  • Guarantee consistency of project archive
  • Support the team in completing correctly all the required reporting tasks (statistics, field activity reports, etc.)
  • Provide a qualitative and quantitative report on a weekly and a monthly basis
  • Guarantee consistency of the project’s archive including assessment forms, distribution lists and donation certificates

 

  1. Liaise with local stakeholders, authorities upon request of the PM
  • At field level, meet on regular basis the different stakeholders (local associations, authorities, etc.) when requested
  • Attend relevant working groups and clusters in Baghdad and Diyala
  • Create and maintain a network in the area of operation

 

  1. Logistics’ follow up

In close coordination with HI Logistics Department in Baghdad and Diyala;

  • Ensure the follow up of the stock under the project’s responsibility and its correct documentation through the physical count of the stock, the stock reconciliation, archiving donation certificates, etc. in collaboration with the logistic department and communicate discrepancies to the PM
  • Draft Purchase Service Requests following internal procedures and Stock Release Orders upon the team and/or the PM request
  • Communicate to the PM any material/Assistive Device the team could request for the implementation of the project activities
  • Organize the movements to the field and share it with the logistics department in a timely manner

 

 

 

  1. MEAL Tasks

 

  • Ensures the effective collection of the information necessary for the success of monitoring & evaluation activities;
  • Ensures that obstacles to field activities are identified and passes this information on to his or her line manager;
  • Contributes at least once a year to project self-evaluations led by the project managers;
  • Contributes to project evaluations led by internal or external evaluators.
  • Contributes to providing feedback on the results of monitoring & evaluation activities to the populations and partners;
  • As part of his or her tasks, represents HI with the population and partners, respecting the organisation’s values and maintaining cordial, positive and close working relations.
  • Contributes to periodic evaluations of accountability mechanisms
  • Establishes good relations with the populations and partners of HI by making periodic visits to the areas concerned in compliance with established operational procedures;
  • Organises and facilitates community consultations for the implementation of the mechanisms;
  • Contributes to the design of awareness-raising tools and informs the populations and partners about HI’s accountability mechanisms;
  • In close collaboration with the project teams, ensures that the HI’s activities in the field are fully understood by the populations;
  • Participates in the lessons learned workshops organised on its area of intervention
  • Implements activities to collect life stories, success stories, etc. from the population and partners;
  • Ensures the archiving and protection of data related to the learning activities carried out with the populations.
  • Reports all information and any difficulties related to his or her activity to his or her line-manager.

 

  1. Admin & Logistics
  • In coordination with the relevant officers in Baghdad, ensure logistic and administrative activities are carried out in compliance with HI and donor policies and standards
  • Upon request of logistics department, contribute to the procurement process (supplier selection and evaluation, quality management, collection of quotations, contract signature…);
  • Supervise the fleet and premises management at base level and report to Logistics department on a regular basis;
  • Manage cash for the sub-base as per HI’s regulation, record all expenses and consolidate all justification documents to be provided to Baghdad Office on a regular basis;
  • Provide support to HR related tasks for the sub base, upon request of the HR officer of Baghdad base (recruitment, appraisals, time sheets, leave follow up…)

 

 

  1. Other tasks
  • Translation of documents related to the project between English-Arabic
  • To demonstrate an ethic and professional practice

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

 

Required profile

  • Education: University degree in social work, physiotherapy, psychology or a related field
  • Languages: Excellent Arabic and English mandatory (oral and written)
  • Experience:
  • Minimum of 2 years relevant professional experience.
  • Previous experience with international or local NGOs.
  • Previous experience in team and/or project management
  • Previous experience in social work

TIME SCHEDULE:

 

The working hours are the following:

Sunday till Thursday, from 8.00 AM to 16.30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities. It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
