Job Overview


Based in Baghdad, under the line management of the Chief of Operations (CoOps), the Project Support Officer (PSO) contributes to the implementation of the mandate and HI strategy in Iraq. He/she is in charge of dedicated tasks and supporting the CoOps in implementation of the project under their responsibility. He/she ensures optimal quality and impact of the implemented activities.



Under potentially tight timelines, the PSO will be responsible for overseeing the administrative, coordination and liaison aspects of specific project deliverables to ensure effective and timely implementation of activities under the guidance of the CoOps, with the support of the technical unit; in particular the AVR Specialist but also in coordination with HI’s DMA liaison capacity in Baghdad. Activities will include: (1) administrative support, logistical planning and liaison to internal and external project related workshops and seminars (including workshops for DMA on collecting and analyzing Victim Assistance data); (2) supporting planning, administration and implementation of training sessions and meetings held with relevant representatives and stakeholders (including workshops promoting importance of VA data collection to support the capacities of government departments and ministries as well as humanitarian mine action (HMA) operators on VA data collection); (3) initiate and manage relevant correspondence and actions to support advocacy efforts based on previously developed plans.


The position will include extensive collaboration with all departments with HI, other NGOs and Governmental agencies within Iraq.


  1. Management


  • This not a managerial position, the PSO is managed by the CoOps and is expected to be able to autonomously execute the tasks and responsibilities within their remit



  1. Implementation & monitoring


  • Organize, coordinate and support project activities, under the supervision of the CoOps with the support of Technical Unit and in strong collaboration with the AVR Specialist
  1. Contributes to the planning of activities and establishes action plans for tasks allocated to her/him
  2. Ensures that activities are implemented in line with the project proposal and the allocated budget
  3. Ensures that activities are implemented according to internal quality and technical standards and, if necessary, proposes adjustment or improvements to help meet objectives
  4. Supports effective implementation and follow up of institutional policies (PSEA, mandatory cross-cutting approaches, etc.) associated with the project
  5. Collaborates with relevant internal and external services especially Nation Mine Action Authorities (NMAA) logistics, RH, finance and technical resources


  • Contributes to project data management
  1. Supports collection of required data (statistics, field activity reports, etc.) and archiving


  • Contributes to project reporting
  1. Monitors through recording activity and outputs in coordination with CoOps/AVR Specialist, including methodology of intervention and suggested operational strategy and potential adaptations
  2. Provides a qualitative and quantitative report on a weekly and a monthly basis or as requested by CoOps
  3. Ensures reporting is conducted accurately, with attention to detail on the content, and excellent professional writing standards to ensure accountability measures are upheld


  • Contributes to project monitoring and evaluation
  1. Supports CoOps in planning project evaluations
  2. Contributes to project capitalisation and learning from experience material


  1. External communication


  1. Create and maintain a network of contacts related to project activities and necessary for project implementation
  2. Coordinates, on regular basis, with the different stakeholders (local organisations, international organisations, authorities, Community-Based Organizations, local stakeholders, DMA etc.) to ensure best implementation of activities
  3. Provides information about the project to the partners, authorities and stakeholders when relevant attend relevant working group meetings in the relevant location when needed

  2. As requested, contributes to the drafting of new proposals for new opportunities


Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

  • A Bachelor degree in Social Sciences, International Relations, Humanitarian Project Management, International Development or similar fields required. A Master’s degree in any of these fields is a strong asset.
  • At least 2 years of experience in the similar position
  • Proven administrative experience
  • Proven experience in organizing/facilitating workshops/trainings/meetings with external actors



  • Background/experience in Humanitarian Mine Action, protection, victim assistance, community liaison, data collection
  • Previous experience with recovery and development projects is a strong asset
  • Previous experience with HI is an asset


Know-how (practices) & Interpersonal skills (attitudes)

  • Computer literacy in Microsoft Office (Word, Excel, PowerPoint and Outlook).
  • Excellent oral and written communication skills in English & Arabic is essential
  • Excellent interpersonal and communication skills.
  • Strong organizational skills.
  • Ability to work independently and as a team member.





The working hours are the following:


Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities.


It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.


Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
