Purpose/objective of the position:

The Protection Assistance Team Leader is responsible for ensuring the overall implementation of the protection assistance component which includes directly supervising and coaching the protection assistants to increase their capacity to undertake quality protection assistance in close collaboration with the Protection Officer and the Protection Manager.

 

Generic Duties:

  • Directly supervise, orient, mentor, and coach protection assistants aligned to IDP & Refugee response;
  • Set work plans for the protection assistants and actively monitor their implementation in order to measure progress against project objectives and targets;
  • Regularly map and update service providers responding to IDP and refugee response and ensure the assistants disseminate information through existing feedback mechanisms to all community structures;
  • Review protection monitoring data collection tools & methodology (Household Assessments, Focus Groups Discussions, Key Informant Interviews, etc.) in coordination with the MEAL team and recommend modification of tools that enhances quality data according to emerging protection trends;
  • Track and analyze identified trends of emerging protection concerns and recommend solutions that are inclusive, culturally sensitive, and responsive to the needs of the target groups.
  • Support the protection officer and the protection manager to organize bi-monthly coordination meetings with UNHCR to share analysis findings and collectively address arising trends identified;
  • With support from UNHCR, facilitate the functioning of the updated online tracking and case follow-up while ensuring high-risk protection cases such as persons in need of medical assistance are assessed and targeted for MCA, ECA through a digital referral system to an identified service provider in the updated service map.
  • Supervise and coach the protection assistance based on a set plan and ensure documentations are received and feedback is shared with the team;
  • Monitor the quality of the protection assistance activities through regular field visits and contribute to the review and development of relevant protection standard operating procedures and their roll-outs;
  • Regularly undertake reflection meetings together with the protection assistants to identify capacity gaps, challenges, collective analysis, and report identified protection incidents, trends, needs, and proposed interventions as well as, tailored training that increase efficiency and effective protection assistance.
  • Conduct performance appraisals every quarter and provide regular feedback to the protection assistants to improve their performance and ensure set targets are achieved and inclusive of the Age Gender and diversity principles;
  • Regularly update the Protection Officer and Protection Manager on prevailing gaps and arising issues affecting protection assistance and protection monitoring for internal improvement, recommendations, and advocacy through UNHCR;
  • Support administrative management to facilitate a smooth implementation of the protection unit activities.
  • Submit daily/ weekly and monthly activity plans, assessment reports, and recommendations to the Protection Officer.
  • Perform other duties as assigned by the supervisor.

 

Person Specification:

Education and professional experience:

  • University Degree in a related field (Social Sciences, Social Work, Law, etc) or another relevant field;
  • At least two years of relevant professional experience in the protection sector and humanitarian response in a supervisory role in the humanitarian context.
  • Previous protection experience working with IDPs, refugees, and returnees;

 

Competencies: (Knowledge, Skills & Abilities)

  • Computer literacy (Word, Excel)
  • Ability to coordinate and supervise large teams in IDP or refugee camp locations.
  • Respect and non-discriminatory attitude toward refugees, IDPs, and other categorized vulnerable persons
  • High integrity, respect for confidentiality, and commitment to humanitarian and do-no-harm principles (including the strict upholding of INTERSOS Code of Ethics and PSEA & Child Protection policies).
