Job Title: Protection of Family Links Field Officer 3 (Head of PFL office)

Reports to: Detention Team Leader

Duration of Contract: One-year fixed-term contract with the possibility of renewal to an open-ended contract. For internal candidates, this contract may be open-ended based on your existing contract status.

Objective:

The Protection of Family Links Field Officer 3 supports the design, formulation of strategies, implementation, monitoring and evaluation of overall ICRC PFL activities in NAS SD, in accordance with set objectives and the Delegation’s operational strategies, PFL/Missing strategy, guidelines and working procedures. S/he knows the NAS SD strategies and relevant plans of action and adheres and pro-actively contributes to them.

S/he coordinates closely with, and support colleagues involved in the implementation of PFL activities in his/her Area of Responsibility AoR.

ACCOUNTABILITIES AND RESPONSIBILITIES:

 

  • Designs, plans, monitors, carries out and reports on Protection Family Link (PFL) activities in Nasiriyah Sub-Delegation (NAS SD), such as: the collection and distribution of salamats and Red Cross Message RCM (RCM tracking log), the documentation of allegations and tracing requests, tracing activities and follow-up of cases.
  • Supervises the implementation of tracing activities, ensuring quality collection of data, contact and follow-up with beneficiaries and their families, communities, and other stakeholders, and develops avenues for search, such as tailored lists for submissions to the authorities, in coordination with relevant colleagues (Detention, Data). Finally, s/he establishes and maintains external contacts with local authorities, UN agencies and NGOs in relation to tracing in Nasiriyah Sub-Delegation Area of Responsibility.
  • Carries out caseload analysis, provides strategic orientation on caseload management and proposes follow-ups/course of action in the short, medium, and long term.
  • Supervises the preparation of all Protection Family Link (PFL) related material and updates before detention visits, liaises with Baghdad tracing team and PFL colleagues in other SD as needed,
  • Contributes to the development of the work of ICRC IQ for Missing Persons, including the implementation of the Accompaniment Program in his/her AoR and the IDoD, by supporting efforts to address the fate and whereabout of missing persons, engaging, and supporting families on the search process, and sensitizing authorities to the plight of families, in coordination with and support to colleagues in charge of the Missing file in AoR and BAG.
  • Supervises the collection and distribution of Attestation of Detention (AoDs) in his/her Area of Responsibility (AoR), ensures a smooth and efficient coordination and working relationship with IRCS offices involved in the process, suggests improvement for better service to beneficiaries, as needed, provides timely and qualitative reporting and coordinates with Baghdad Protection Family Link team.
  • Participates in protection and Protection Family Link (PFL) related stakeholders mapping, explores and maintains a diverse network of interlocutors relevant for PFL activities.
  • Manages and supervises a team of NAS PFL field officers and acts as the functional manager for NAS Protection field officers.
  • Understands and supervises the Performance Management & Development (PMD) activities for employees under his/her supervision and makes sure that deadlines for the PMD cycle are met.

Education and Professional Experience required:

  • University degree or relevant professional experience.
  • 06-09 years of confirmed practical experience overall, including 3-4 years of previous experience as a social worker or similar fields or other organizations.
  • Fluent in both English and Arabic.
  • Computer proficiency.
