The Quality Systems and Compliance Manager position will ensure that the Organization’s Integrated Management System conforms to the customer as well as any ISO/ANSI certifications currently held by the company. The Quality Systems and Compliance Manager will act as liaison with the Director of QHSE and Project Management on all matters related to Quality. The Quality Manager will be responsible for responding to all client/customer concerns or nonconformances. The Quality Manager shall oversee the IMS and seek continual improvement where processes may need to be evaluated as well as look for potential cost savings initiatives whenever possible. The Quality Manager will oversee the QA/QC, Document Control, and Government Compliance departments and ensure contractual and regulatory compliance with the contract.

JOB RESPONSIBILITIES
- Provide specialized expertise in quality programs, including inspections, testing techniques, statistical methods, audits, and problem-solving tools, to maintain compliance with ISO 45001, ISO 14001, ISO 9001, ISO 18788, ANSI/ASIS PSC.1, and Performance Work Statement (PWS) requirements.
- Oversee and direct the Project Quality Assurance, Document Control, and Compliance teams to ensure alignment with project and contractual standards.
- Manage and administer the Integrated Management System (IMS), including the Quality Management System (QMS), to ensure full compliance with PWS requirements and applicable ISO, ANSI/ASIS, and regulatory standards. Develop and maintain database sections to support documentation, tracking, and continuous improvement efforts.
- Conduct audits, quality control reviews, and risk assessments to verify adherence to company policies, contractual obligations, and regulatory requirements. Implement corrective and preventive actions, as necessary.
- Lead Quality Assurance training initiatives for internal and external teams, ensuring personnel understand and comply with safety and quality standards, fostering a culture of continuous improvement.
- Manage and administer the Quality Management System (QMS) and develop appropriate database sections to ensure full compliance with PWS requirements.
- Design and implement quality assurance processes, SOPs, and risk management programs while monitoring key performance indicators (KPIs) and developing action plans for improvement.
- Oversee the development, maintenance, and approval of SOPs, work instructions, contract deliverables, and quality documentation, ensuring accuracy and timely submission of reports.
- Manage quality assurance for construction projects, ensuring compliance with ASTM, OSHA, and contractual specifications.
- Identify root causes of non-conformances, recommend process improvements, and verify the implementation of corrective actions to maintain operational integrity.
- Ensure operational compliance with contractual, regulatory, and safety requirements through scheduled and unscheduled inspections, audits, and continuous process validation.
- Provide guidance to Quality personnel performing audits, inspections, and activities in accordance with the project quality program.
- Offering expert guidance to project management, subcontractors, and cross-functional teams, ensuring QHSE policies align with client needs, company objectives, and regulatory frameworks.
- Support the QHSE Director with administrative, operational, and analytical duties as assigned.
- Assist the QHSE Director in facilitating Project Management Reviews.
- Serve as the primary liaison for Project Management, Corporate Quality, and USG Contracting Officer Representatives in the absence of the QHSE Director. Oversee quality concerns, staff management, and ensure timely completion of RFIs, QA Performance Reports, Corrective Action Requests (CARs), Corrective Action Notices (CANs), MFRs, and other compliance-related reporting.
- Perform any other duties as directed by the QHSE Director.
JOB QUALIFICATIONS
- Must be proficient in the English language (written and verbal).
- Bachelor’s degree in construction, engineering, or business administration.
- Bachelor’s degree can be substituted with equal years of Quality Assurance experience.
- Ten years or more of Quality Assurance or equivalent managerial experience.
- Four years or more of leading a team of auditors and quality professionals.
- Two years or more of leading process improvement projects.
- Seven or more years of USG contracting quality/supervisory experience, strongly preferred.
- IMS Lead Auditor, American Society for Quality (ASQ), CMQ/OE (Certified Manager of Quality/Organizational Excellence) SSGB or SSGBB (or ability to obtain within 6 months)
- Familiar with ISO 9001, ISO 14001, ISO 45001, ISO 18788, and PSC 1.
- Familiar with Government Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR).
- Familiar with Document Management Systems.
- Strong Root Cause Analysis, Six-Sigma or LEAN experience required.
- Excellent numerical skills and understanding of data analysis/statistical methods.
- Must possess extensive database management skills and have excellent experience with all Microsoft Office Products.
- Demonstrated expertise in project management, communication, and leadership within a team environment.
- Ability to build, collaborate, and excel within high-performance teams in a matrix-management structure.
- Strong oral and written communication skills, with exceptional interpersonal abilities to effectively engage across all organizational functions and external stakeholders.
- Have a valid HOR driver’s license.
PHYSICAL REQUIREMENTS AND WORK CONDITIONS
- Ability to be exposed to physical (austere) environment which involves sand, odors, noise, and weather extremes, as well as occupational risks.
- Must wear task-appropriate PPE and be capable of working in extreme temperatures exceeding 90°F (32°C).
- Position requires flexibility for short-notice movement under adverse conditions.
