Project Summary: 

The Iraq Monitoring Project (IMP) provides third-party monitoring (TPM) and evaluation support to monitor, verify, and evaluate selected programs in Iraq that are funded by the United States Agency for International Development’s (USAID’s) Bureau for Humanitarian Assistance (BHA). Management Systems International (MSI) is a major partner on IMP, under subcontract to Integrity Global. The information and findings from the project will be critical in ensuring program learning and accountability, which will be useful for real-time programmatic adjustments and future program design. IMP has a one-year base period with three one-year options to extend.

Position Summary:

The Reports and Data Quality Coordinator will work closely with the IMP team, under the oversight of MSI’s Monitoring and Evaluation (M&E) Specialist, to support data collection, analysis and reporting tasks related to IMP’s TPM work. The Coordinator will be based in the project’s Erbil office.

 

Responsibilities:

  • Support the development and ongoing refinement of the IMP Monitoring Plan, including contributing to the overall TPM approach and tools, sampling and analysis strategy, and reporting plans.
  • Contribute to the development of data collection tools for TPM site visits, such as observation checklists, key informant interview guides, focus group discussion guides, and survey instruments, in alignment with BHA’s areas of humanitarian focus and TPM best practices.
  • Participate in the piloting and application of data collection tools as required to ensure their effective use by the IMP team.
  • Assist in training site visit monitors to use the data collection tools.
  • Support the M&E Specialist in all knowledge management tasks related to the IMP monitoring and evaluation data, especially in maintaining and updating the IP activities database and site visit database.
  • Support the implementation of TPM data collection by providing the DCOP and the TPM subcontractor with all the IP and activity information needed for them to plan the TPM site visits.
  • Conduct data quality checks and cleaning of quantitative and qualitative TPM data as it is received from local data collection partner(s), ensuring completeness, appropriate responses, accuracy, and validity.
  • Analyze and synthesize qualitative and quantitative data under the direction of the M&E Specialist to develop findings for site visit and monitoring reports.
  • Support analysis and triangulation of geospatial data from IPs and other donors to develop visualization and infographic products, as needed.
  • Support the M&E Specialist and the DCOP with extraction of data findings, conclusions, and recommendations based on the TPM data collected.
  • Work with the M&E Specialist to develop concise, user-friendly TPM reports that include data visualizations.
  • Support the preparation of the monthly Monitoring Summary Reports, aggregating findings across all site visits by month and producing tables, graphs, maps and other visual presentation of TPM data in a way that is useful for the IMP reports and presentation to our USAID client.
  • Review and support quality assurance for TPM reports prepared by IMP data collection partner(s).
  • Contribute to the preparation of other IMP deliverables, as required.
  • Support the design and facilitation of periodic learning workshops with IP and BHA staff to share TPM results and discuss the monitoring mechanisms and practices utilized by IPs.
  • Support and participate in ongoing discussions with BHA implementing partners to better understand their implementation approaches and TPM learning interests, ensuring collaborative and effective relationships over the life of the project.
  • Support additional IMP monitoring and evaluation tasks, as required.

 

Qualifications:

  • Bachelor’s degree in statistics, international affairs, social science, data science, computer science, or a related field is required. A master’s degree in a related field is preferable.
  • Minimum of two years conducting data cleaning, analysis, and reporting using quantitative and qualitative data, preferably for the purposes of monitoring and evaluation of donor programs is required. Five years of experience in a similar field preferred.
  • Experience conducting data cleaning, analysis, and reporting using quantitative and qualitative data is required.
  • Experience providing technical support to third party monitoring projects, M&E support projects, and/or large-scale evaluations is required.
  • Experience working on programs implemented in Iraq is desirable.
  • Experience working on USAID-funded programs is desirable.
  • Experience designing quantitative surveys and/or qualitative interview guides, preferred.
  • Proficiency and direct experience using Microsoft Excel, required.
  • Experience with statistical coding/software, such as R, Python, or Stata, preferred.
  • Experience with and knowledge of GIS analysis and software, such as QGIS, preferred.
  • Strong analytic and interpersonal skills with the ability to collect, organize, analyze, and disseminate large amounts of information with attention to detail and accuracy is required.
  • Strong oral and written communication skills in English and Arabic is required.
