Job Purpose:
This position supports implementation of the Nexus Accelerator Fund (NAF) project in NINAWA and THI-QAR implemented by World Vision and partners. This position is a roving role based in THI-QAR with movements to NINAWA supporting World Vision and partners to achieve quality REALM including context monitoring. The role reports to the REALM Manager with a matrix to the NAF Project Manager and collaborates with several support departments and partners. This position requires demonstrated experience and understanding of collaborating with partners to achieve results.
KEY RESPONSIBILITES
ASSESSMENTS, PROGRESS MONITORING, AND REPORTING
- Coordinate field level activity and periodic reports- semi-annual and annual using provided tools and templates.
- Lead rolls out of field level activity monitoring and reporting tools.
- Lead planned assessments such as City-Wide Assessments; Vulnerability Assessments; Conflict Sensitive Market analysis using the (CoSMAT)
- Participate in the roll-out of context analysis approaches using approaches such as MSTC; GECARR or IPACS adopted for understanding the context.
- Lead/ Coordinate quarterly community meetings to reflect on project progress and implementation with stakeholders and partners.
- Responsible for following-up implementation of recommendations from monitoring support visits and lessons learned.
- Collaborate with communications team to generate stories linked to NAF activities, adaptations, and impact.
- Collaborate with Project Managers to measure indicators in the ITT based on indicator definitions on a monthly, quarterly, and annual basis.
- Verify and spot-check monthly data sent out from the project using means of verifications in the project design documents.
- Generate comprehensive quarterly, semi-annua and annual reports highlighting key findings, conclusions, and recommendations.
- Update and revise M&E reports providing feedback and quality assurance on data analysis and writing before sharing to external parties. This includes supporting programme teams in the writing of donor reports (monthly, quarterly, annual).
- Data quality audits to ensure project reports and data submitted are of acceptable quality.
- Collaborate with Communications Manager and NAF Project team to generate project visibility materials such as reports, success stories, videos and relevant content based on models/approaches implemented.
CONTEXT MONITORING AND ADAPTATIONS
- Contribute towards context monitoring framework implementation and reporting.
- Collaborate with partners to roll-out and track changes from the context monitoring findings.
- Collaborate with technical advisors to develop adaptive monitoring quantitative and qualitative methodologies and tools for process, output, and outcome monitoring for donor and reporting.
- Participate in and actively contribute to programme coordination meetings and planning sessions.
ACCOUNTABILITY TO AFFECTED POPULATIONS
- Set-up, roll-out and continuously review the NAF Complaint Response Mechanism (CRM) ensuring maximum protection of participants (especially vulnerable and marginalized groups such as IDPs, Youth, PWDs, and the Elderly
- Review and maintain the feedback mechanisms in line with programme accountability framework (PAF), and standards, including refining digital feedback mechanisms for beneficiaries to strengthen iterative accountability mechanisms.
- Ensure that staff and partners understand and promote accountability to project participants through training and coaching.
- Conduct follow-up surveys and engagements to assess the satisfaction level of participants, communities, and targeted groups.
INFORMATION MANAGEMENT
- Collaborate with project managers/coordinators and partners to submit accurate and complete monthly data in a timely manner using donor, office, and partnership Digital platforms set-up on KOBO.
- Ensure all final data submitted on digital platforms and verified for accuracy, consistency, and completeness against design documents and indicator definition standards and means of verification prior to submission.
- Managing the data and organizing information systematically for easy retrieval and analysis.
- Collaborate with project teams and partners to address data-related queries and provide necessary support.
RESEARCH AND LEARNING
- Implement methodologies adopted for learning and research mindful of the context ensuring appropriate data collection methods for research and evaluations using relevant quantitative and qualitative approaches for engaging children and communities.
- Undertake preliminary preparation for research activities, this may include preparation of budgets, logistics or compilation of data and other information relevant to complement research concepts and findings.
- Organize and ensure quality data collection, validation, compilation, and dissemination of research findings meeting needs of audiences identified at inception.
- Lead field level training of teams including enumerators hired to undertake research ensuring methodology and tools are well understood, safeguarding compliance and data privacy and protection of respondents.
- Coordination with internal and external consultants, including academic institutions to synthesize significant, important, and interesting findings that might inform future programming from research.
- Capture lessons learnt and best practices that can build on for future interventions and programming.
DESIGN AND IMPLEMENTATION
- Include children and community consultations in NAF project roll-out using agreed partners or coalition standards/guidance.
- Provide support to proposal development and adaptations- this includes among others provision of data both progress and context data.
- Collaborate with project teams, sector leads and partners to develop participant selection criteria, weighting and scoring thresholds and validation to ensure eligible participants are selected for project support.
LEADERSHIP AND ADMINSITRATION
- Collaborate with project managers and partners to achieve acceptable spending levels on NAF MEAL activities.
- Coordinate approvals for planning and acquisition of logistics for related to all MEAL processes- such as capacity building, trainings/workshops and any requests, and requisitions for temporary staff.
- Collaborate with support departments and partners to ensure MEAL processes are well planned and have the appropriate security clearances and approvals.
- Collaborate with Supply Chain Management on selection of consultants for MEAL activities using agreed office selection criteria and Terms of reference.
COMPLIANCE, SAFETY AND RESILIENCE
- Achieve Do No Harm and Safeguarding Standards
- Compliance with Staff Safety Field Office SOPs
- Collaborate with Staff Safety (SSR) for security clearances for project related activities, field travels and external visitors to project sites.
- Other tasks as requested by the Line Manager and/or Response Manager
- Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.
KNOWLEDGE, SKILL, AND EXPERIENCE
Required Education, training, license, registration, and/or Certification
- A degree in social sciences, nutrition, statistics, business, or development studies. Additional trainings in research, evaluations are an added advantage.
Required Professional Experience
- At least 3 to 5 years’ experience in REALM experience around livelihoods, climate change, peacebuilding, and reintegration programs preferably in development or humanitarian settings
2. Experience collaborating with partners on roll-out of REALM project activities.
3. Data analytics and compilation using KOBO, Power-Bi, SSPS, Excel knowledge; and relevant information dissemination software.
4. Articulate report writing, synthesis and information dissemination skills using different formats and platforms.
5. Exceptional contextual knowledge of the country level, governorate and local community social/cultural constraints, realities, and organization implementation areas.
6. Knowledge of and experience with core humanitarian standards, AAP, HDP NEXUS etc.
7.Required Language(s): Most widely spoken languages- Kurdish and Arabic.
Preferred Experience, Knowledge and/or other Qualifications
- Experience/ engagements with partners and key donors on research, monitoring and evaluation.
2. Experience with diverse approaches to design, research, monitoring, and evaluation with interventions targeting children and most vulnerable groups with cash and non-cash interventions.
3. Advanced qualitative and quantitative data analysis using Ms Excel, SPSS, GIS, or statistical packages for generating comprehensive reports.
4. Experience generating structured reports in coherent and usable formats for internal and external audiences.
5. Experience using physical and remote community engagement approaches (including child participatory approaches) and capacity building techniques to achieve results.
6. Internal and external technology-based collaboration using software/ applications- MS Office, Outlook, Skype, TEAMS, Zoom, Google among others.
7. Technical experience using mobile data collection platforms- from questionnaire design and coding, field-level testing, data collection, upload and analysis using KOBO, Power-Bi etc.
8. A self-starter who can work independently under pressure and who has ability to manage work tasks without direct supervision.
9. Willing to travel as required within WVA NAF operational areas and experience working across different provinces.
10. Under duress, adapt critical thinking, analytical and problem-solving skills.
