GLOBAL OBJECTIVE OF THE POSITION:

 

Based in Baghdad, under the line management of the Project Manager (PM), the Project Officer is responsible for providing operational support to ensure partner’s quality implementation of Risk Education (RE) activities in the governorate of Anbar. The partner’s RE activities involve in particular

  • Assessment of the socio-economic impact of explosive ordnances
  • Provision of direct RE sessions & implementation of RE activities tailored for children
  • Mass media campaign
  • Training of Community Safety Focal Points
  • IEC material development

 

RESPONSIBILITIES AND TASKS DESCRIPTION

 

  1. Delivery of the project activities

 

– Assist the PM in ensuring that the partner implements RE activities according to the objectives defined in the project

– Assist the PM in coordinating between HI support departments and with the partner’s team to realize the organizational and technical capacity enhancement plan

– Assist the PM in ensuring standard operating procedures (MRE SOP) of the partner is in place

– Assist the PM with project related logistic, administrative, procurement arrangements

 

 

  1. Organize, coordinate and supervise HI partner’s activities

– Assist the PM in providing of trainings, coaching on organizational and technical areas to the partner.

– Assist the PM in ensuring standard operating procedures (MRE SOP) of the partner is in place

– Ensure regular field visit with partner’s staff, communication with the main interlocutors of HI partners and the activities are done according to the Partnership Agreement signed (direct activities, reporting, etc.)

– Provide translation of documentation/communications and simultaneous interpretation during meetings as requested.

 

 

  1. Ensure monitoring and reporting of activities according to the system in place

– In collaboration with the HI MEAL department ensure all partner field teams are making appropriate records of their activities and link this information with the data/monitoring in a timely manner

– Carry out periodic quality assurance visits on partner teams to check for respect of validated RE messages and of safe, meaningful and ethical participation of girls, boys and people with disabilities.

– Regularly pay visit to partner office and project implementation sites to ensure that the partner implements RE activities according to the objectives defined in the project

Provide weekly and monthly reporting to the PM in order to answer to the program needs

– Guarantee consistency of project archive

– Collaborate with the partner to ensure that work plans and reports are timely produced and submitted in compliance with HI and donor requirements.

 

  1. Liaise with local stakeholders, authorities upon request of the PM

– If requested by PM meet the different stakeholders (local associations, authorities, etc.) and attend relevant working groups

 

  1. Other tasks

Required profile

Education: University degree in social work, community work, education, or a related field

Languages: Excellent Arabic and English mandatory (oral and written)

Experience:

  • Minimum of 2 years relevant professional experience
  • Previous experience with international or local NGOs is a must.
  • Previous experience in team and/or project management and coordination; experience in managing teams remotely an asset.
  • Past experience in partnership management and/or capacity-building of local organization is a plus
  • Previous knowledge of RE an asset but not necessary; willingness to learn and become certified RE agent mandatory.

Note that this job description must remain flexible, to respond to additional tasks or changes as identified by the line manager.

 

TIME SCHEDULE:

 

The working hours are the following:

Sunday until Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break.  The work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
