Job Overview

Objectives of the position:

The Security Officer is responsible for the overall management of all security aspects of the Iraq Mission.  Updating the Head of Mission on the overall security situation, ensuring the safety and security of all staff in the country office, and supporting the Area Managers in managing the safety and security of the field offices in Diyala and Kirkuk.


The duties assigned to the employee are as indicated in the following Job Description. However, they can be amended at the discretion of management and by agreement of the employee. The employee may also be required to perform other functions, which are within his/her capacity, skills, aptitude, and knowledge without additional remuneration.




Duties & Responsibilities:

  • Conduct regular Safety and Security Risk Assessments for all project sites/regions.
  • Based on the assessment, advise on achievable and cost-effective mitigation measures through the development of contextualized Safety Improvement Plans / Work Plans.
  • Ensure the implementation and assurance of the proper application of minimum operating safety standards (MOSS) in the security management of personnel, visitors, facilities and equipment, vehicles and movements of land, communications and technology equipment, etc.
  • Coordinate with Programming on compliance with MOSS.
  • Based on the assessments and MOSS, ensure all areas of operations have an updated Local Security Plan.
  • Provide regular security reporting to the Head of Mission and HQ.
  • Guarantee the maintenance of safety devices/systems (Fire safety checks and exercises, maintenance of communication devices).
  • Regularly conduct safety checks of AN equipment, premises, and vehicles to ensure that they are compliant with safety and security requirements.
  • Acting as Focal Point for the IMT (Incident Management Team) in case of Incident or during higher escalation levels (Emergency, Crisis).
  • Support the development of context-specific contingency plans for each programme area.
  • Develop/maintain a network of contacts through other NGOs, UNDSS, ASAESH, Government agencies, and other useful contacts.
  • Conduct as necessary security briefings/debriefings for staff, international visitors, consultants, etc..
  • Maintain detailed soft and hard copy files of all relevant safety documents.
  • Monitor the overall situation and provide regular situation reports.
  • Maintain an up-to-date incident tracking database, ensure incident reporting is in place, and analyze those.
  • Conduct or facilitate the delivery of safety & security training (fire and evacuation procedure; first responder; Personal Security; Defensive driving etc.) for staff at all levels.
  • Regularly attend Inter-agency security briefings and meetings (INSO, etc.) as well as monitor and update any security incidents.
  • Maintain and monitor the movement of all staff in the country office as well as the field staff, with the support of the Security Officers in the field offices.
  • Ensure the access permission for all staff movements as well as the correct permits and visas; liaise with the respective government and security representatives accordingly.
  • Other related duties, as required.





Qualifications and Preferred Skills:

  • Minimum of 4 years of demonstrated experience in safety and security management in an organization.
  • Experience working in international NGOs.
  • A relevant College or University degree and/or a relevant special vocational training.
  • Good knowledge and understanding of the security situation in Iraq.
  • Good knowledge of the humanitarian principles and the humanitarian sector in Iraq.
  • Strong leadership skills and a proven ability to manage people.
  • Proven excellent communication, negotiation, and report-writing skills.

  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural, and gender differences;
  • Fluency in written and spoken English, Arabic essential; Kurdish desirable.
