Job Overview

Objectives of the position:

The Senior MEAL Officer will be coordinating the mission’s Monitoring, Evaluation, Accountability, and Learning (MEAL) activities and team, supporting the implementation of the overall Iraq project portfolio. The Senior MEAL Officer is responsible for the design, coordination, and implementation of the monitoring and evaluation, accountability, research, and learning framework of the mission’s projects.  The Senior MEAL Officer will also develop the systematic monitoring framework conducting assessments and improving the qualitative and quantitative data collection and data analysis.

 

The duties assigned to the employee are as indicated in the following Job Description. However, they can be amended at the discretion of management and by agreement of the employee. The employee may also be required to perform other duties, which are within his/her capacity, skills, aptitude, and knowledge without additional remuneration.

 

 

 

Duties & Responsibilities:

 

Objective 1. Setting up MEAL systems

  • Support in the revision of the project log frame, particularly in the areas of performance indicators and their measurement.
  • Support in the development and/or finalization of the project Work Plan and keeping it updated following project activities and timeframes as relevant.
  • Develop the overall framework, for project MEAL, for example, mid-term project review, impact assessment, and final evaluation, and develop the project MEAL Plan utilizing relevant data collection methods.
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluations.
  • Develop baseline data for each project component and all project indicators.
  • Develop a plan for project-related capacity-building on MEAL and for any computer-based support that may be required.
  • Managing MEAL teams and targets.
  • Writing reports, editing assessment reports and other survey data, and conducting capacity-building activities.
  • Interact regularly with the Regional Data Collection, Reporting, and Programme Development Advisor given strengthening AN MEAL approaches and systems in the region as well as mainstream MEAL into missions’ practices; if required, support other AN missions in MEAL systems and approaches.

 

Objective 2. Data Management and Analysis

  • Keep abreast of developments in project changes and progress to advise and recommend tools and strategies to increase program performances and results.
  • Suggest ways to facilitate data collection and the flow of data within the Programme field teams.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Perform regular field visits to ensure the quality of data collected by Programmes and the MEAL Assistants, and to verify the accuracy of reported data.
  • Supervise the data collection process at the field level and conduct data cleaning, editing, and verification activities.
  • Support and participate in programme and project evaluations.

 

Objective 3. Set up and implement the mission’s MEAL system

  • Collect, manage, and present the data regularly to measure achievement against the performance indicators.
  • Maintain and administer the MEAL database; analyze and aggregate findings.
  • Preparing Project MEAL reports.
  • Preparing Baseline and End-line reports.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide feedback on improving project performance using MEAL findings.
  • Perform Needs Assessments, research, and strategy objectives monitoring.
  • Assist with data gathering and compilation for the Mission’s communications officer as well as the Public Relations Department at HQ.

 

Objective 4. Communication

  • Produce reports on MEAL findings and prepare presentations based on MEAL data as required.
  • Provide the Head of Programmes and Programme Department with management information they may require.
  • Check that monitoring data is discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Perform other duties as may be required and assigned by the Head of Mission.

 

Objective 5. Accountability

  • Establish and manage the Complaint and Feedback Mechanism which facilitates beneficiaries/ communities to register complaints and share feedback.
  • Establish, manage, and strengthen Accountability to Beneficiaries and other stakeholders.

 

Objective 6. Learning

  • Guide and support the mission’s MEAL staff in all locations.
  • Train and sensitize staff on MEAL methods and approaches, help the mission to mainstream MEAL into practices and processes.
  • Assist the mission in documenting lessons learned.
  • Establish learning and incorporation systems /mechanisms considering programme needs.
  • Support the implementation of reviews and learning events at project locations.

 

 

Qualifications and Preferred Skills:

  • 2 – 3 years of work experience in the M&E/ MEAL sector with non-government organizations (at least one year with INGO).
  • Bachelor’s degree in a relevant field.
  • Fluency in English, Kurdish, and Arabic is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, Kobo).
  • Ability to work efficiently, under pressure and adapt to difficult conditions.
  • Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
  • Demonstrated experience developing tools and systems for and building the capacity of others in skills related to, program tracking, monitoring, evaluation, and documentation.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience in implementing beneficiary complaint and feedback mechanisms.
  • Skills in designing MEAL strategies, MEAL plans, and MEAL tools.
  • Knowledge of qualitative and quantitative data collection and analysis.
  • Skills in writing reports that include tables, graphs, and narrations.
  • Ability to work remotely and skills in online data collection and management using different software or tools.
