Job Overview

Position: Senior Program Coordinator 

Location: Iraq-Erbil  

Reports to: Program Manager / Country Director 

Contract Duration: 12 Months 

Working Hours: Full-time 

 

Scope of Work

  1. Program Planning and Implementation

   – Lead the planning, implementation, and monitoring of program activities of two projects, ensuring alignment with projects’ objectives and timelines.

   – Develop detailed work plans and schedules for program activities, coordinating with team members and stakeholders to meet targets.

   – Ensure that program activities adhere to established frameworks and standards, providing guidance to field teams on program objectives and best practices.

   – Oversee procurement processes, including identifying vendors, preparing requisitions, and managing logistics for program activities.

– Provide as needed support based on the Managing Director instruction.

  1. Team Coordination and Supervision

   – Collaborate with program teams including-but not limited to- finance, procurement, M&E…etc. Ensuring program activities are planned & implemented effectively to meet the program needs.

   – Conduct regular team meetings to discuss program progress, challenges, and solutions, and facilitate communication between field and office teams.

   – Provide coaching, mentorship, and support to team members, helping build their capacity to deliver program services effectively.

   – Evaluate team performance, conduct assessments, and recommend professional development opportunities for program staff.

  1. Stakeholder Engagement and Communication

   – Act as the primary point of contact for program-related inquiries, building and maintaining relationships with government agencies, local NGOs, and community leaders.

   – Organize and participate in meetings with stakeholders, partners, and beneficiaries to share program progress and gather feedback.

   – Represent the program and organization at community events, conferences, and networking events to raise awareness and strengthen partnerships.

   – Ensure effective communication with partners by providing updates, reports, and addressing any issues that arise.

  1. Monitoring, Evaluation, and Reporting

   – Work closely with the Monitoring and Evaluation (M&E) team to develop and implement systems for tracking program performance and impact.

   – Oversee data collection and ensure accurate reporting on key performance indicators, documenting program outcomes and lessons learned.

   – Prepare and submit regular program reports (monthly, quarterly, and as needed) to the Program Manager, including analysis of challenges and recommendations.

   – Use M&E findings to adjust program activities, strategies, or timelines as needed to improve program effectiveness and impact.

  1. Financial and Administrative Oversight

   – Manage program budgets, track expenditures, and ensure activities align with approved budget allocations.

   – Review and approve expenses, requisitions, and other financial documents related to the program, maintaining transparency and compliance with financial protocols.

   – Work closely with the finance team to forecast expenses, prepare budget adjustments, and ensure timely submission of financial reports.

   – Oversee administrative tasks, including maintaining accurate records, managing contracts, and ensuring proper filing of program documents.

  1. Community Engagement and Outreach

   – Develop and implement community outreach strategies to engage local communities and raise awareness about program activities.

   – Organize community events, workshops, and information sessions to promote program services and encourage community participation.

   – Collect and document feedback from community members and beneficiaries, using insights to inform program design and improve service delivery.

   – Address community concerns or questions about the program, ensuring transparency and building trust with local populations.

Qualifications and Skills

   – Bachelor’s degree in social sciences, development studies, business administration, or a related field (Master’s preferred).

   – Minimum of 3 years of experience in program coordination, project management, or a related role, preferably in the humanitarian or development sector.

   – Strong understanding of program design, planning, and implementation, with experience managing multi-faceted projects.

   – Proven experience in team leadership, with the ability to motivate and guide a team to achieve project objectives.

   – Proficiency in budgeting, financial tracking, and expense management.

   – Excellent communication and interpersonal skills, with fluency in Arabic and Kurdish and proficiency in English is required.

   – Ability to travel within Iraq as required to support field activities and engage with communities.

   – Quality and timeliness of program reports, with accurate data and relevant analysis.
