Job Overview

Project Background:

The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq. This USAID effort, implemented by DAI, will work with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy. “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives. IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly. IGPA has four (4) objectives:

 

  1. Enhance GOI service delivery capacity
  2. Improve public financial management
  3. Strengthen monitoring and oversight of service delivery and public expenditure
  4. Support Iraqi change agents (cross-cutting objective)

 

Purpose:

The Senior Program Officer will support all objective 1 operations across different areas such as procurement, finance, contracts and human resources. He/she will also provide technical support as requested by the objective Lead.  Tasks also include managing day-to-day needs, including preparation for meetings inside and outside the program offices’, preparation of training material when needed, handling logistics for events, travel arrangements and other tasks. He/she will also be responsible for using TAMIS and entering all needed data on it.

 

Responsibilities and Key Tasks:

The Senior Program Officer will be responsible for the below tasks:

  • Provide administrative support as needed, including arranging for meetings with consultants, federal and provincial government officials and other stakeholders, including organizing the logistics of these meetings and taking notes as required.
  • Update and maintain office calendar of events, and support the management of these events such as making venue reservation, transport arrangements, security coordination and so on.
  • Provide necessary support for training programs and workshops held by the objective, including the printing and preparation of material, reserving and managing the venue, preparing the trainees list of names and arranging their attendance.
  • Entering data on the project’s database TAMIS as needed and ensuring all the requirements are met for closing out activities.
  • Solicit inputs from the objective’s team members across the three regional offices and to prepare the weekly, monthly and quarterly reports.
  • Assists with assembling quired M&E data and submission to the M&E team.
  • Managing the administration of contracts with individual consultants, service providing firms, subcontractors and other service providers to the objective.
  • Submit procurement requisitions and support administrative requirements of procurements
  • Arrange for the visits of consultants from abroad, including preparing their visa requirements, taking care of their travel arrangements, accommodations, meetings and so on
  • Other tasks as requested by the Objective Lead and DCOP

Qualifications:

  • 5 years of administrative and events management experience
  • Bachelor’s Degree in relevant area
  • Experience with USAID-funded projects preferred, including the administration of contracts/grants with service providers and subcontractors.
  • Excellent command of Arabic and English
  • Accuracy in working with large amounts of data
  • Ability to respond effectively to time sensitive demands & inquiries
  • Proficiency using Microsoft office suite, and other relevant software
  • Demonstrated strong problem solving skills as well as exceptional customer relations (both internally & externally)
  • Excellent organizational skills with a willingness to take initiative and be proactive
  • Ability to manage and prioritize multiple responsibilities
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
  • Extremely well organized and self-directed individual
