Job Overview

RESPONSIBILITIES

Wood is looking to fill a Senior Quality Engineer role to be based in Basra Iraq. This is a secondment role for our operator client, to work on 28/28 rotation.

The successful Senior Quality Engineer (SQE) candidate will form part of Client Engineering team and will contribute to progressing the various Projects by providing expertise knowledge in Quality Engineering to support the development and implementation of quality related activities to ensure Project delivery is in line with client Specifications, International Code and Standards and Iraqi regulations.

For certain large Greenfield Projects SQE shall support issue of Project Specific Quality Plan which shall underpin this Overarching PQP. This will define the project specific requirements and reflect the overall objectives of the project whilst complying with the principles of the PQP.

Accountabilities:

  • Manage / Lead the local Project quality inspection team, providing guidance and support to ensure effective and efficient execution of quality processes.
  • Support the development and implementation of comprehensive Contractor Project quality plans / management systems, in line with industry best practices and client requirements.
  • Review and approve Quality procedures and specifications to ensure they meet Company standard.
  • Monitor and analyse quality performance metrics, i.e., NCR’s RFI’s, KPI’s, observations, conducting root cause analyses and implementing continuous improvement initiatives to enhance project quality and efficiency.
  • Facilitate the operation of the Inspection Quality System by issue of Weekly, Monthly, Quarterly and Annual Project Quality reports. Reports to including assessment of quality performance metrics with assessment of trends and compliance with agreed specifications and processes.
  • Act as focal point for Non-conformance reporting. Analyse results and determine process improvement.
  • Participate in regular inspections/observations of Construction sites, identifying potential quality issues, non-conformities, and recommending corrective actions.
  • Develop, plan, prepare, conduct, and report Vendor, Engineering Contractors, and Project Construction Audit programs, monitoring close out of audit findings.
  • Liaise with Quality Representatives from Integrated Service Providers and maintain effective interfaces to enable learning gained from audit/nonconformance process to be shared.
  • Support Project Quality Management Review collaborating with Project managers, engineers, and subcontractors by providing quality input to Project plans, risk register, and technical specifications.
  • Support the quality requirements in contracts and tendering process. This includes conducting evaluation and assessment of quality elements, clarification with bidders and onsite evaluation, as required.
  • Participating in quality incident & failure in­vestigations (RCAs/causal learning)
  • Contribute to Flawless Project Delivery process, including lessons Learned and mitigation management.
  • Coach others to improve quality performance. Support the development and delivery of training programs to enhance quality awareness and ensure compliance with quality standards and procedures.
  • Stay up to date with industry trends and advancements in quality management practices to drive innovation and improvement in construction quality processes.

QUALIFICATIONS

Experience:

  • The ideal candidate will have a strong background in quality management, construction practices, and a proven record of driving quality excellence in construction projects.
  • Expectation is more than 10-years’ experience in the oil and gas industry.
  • Proven experience in leading systems audits with an in-depth working knowledge of International Inspection standards & legislation.
  • Ability to write clear & concise Quality reports explaining interrogated data trends, learnings and providing problem solutions.
  • Prior management experience interrogating and processing Quality data for routine reporting for senior management.
  • Experience in the application of industry standards (ASME, API, AWS, etc.) and international standards ISO 9001, ISO 29001 and familiar with ISO 14001.
  • Experience in project design, procurement, and construction engineering principles and practices
  • Experience working with HSE management standards and guidelines, contract holder management requirements and general regulatory regimes including familiarity with Classification schemes.
  • Experience in application of project assurance practices such as technical assurance controls, Flawless Project Delivery, benchmarking.
  • Experience as a qualified Lead Quality Auditor is preferred.

Qualifications/Competency:

  • Bachelor of Science in Engineering or experienced based equivalent.
  • Formal Qualification in Quality Management and /or Lead Auditor Qualification.
  • Skilled with Microsoft Office tools in particular Word, Excel, and PowerPoint.
  • Experience in the application of industry standards (API, AWS, etc) and international standards (SOLAS, etc.), ISO 9001, ISO 29001 and familiar with ISO 14001.
  • Knowledge of ISO 17020:2012 and other applicable international management standards.
  • Knowledge of techniques required for auditing technical, commercial & management systems.
  • Knowledge of principles and application of techniques to conduct Root Cause Analysis of NCFs
  • Ability to communicate at all levels.
  • Proven ability to conduct presentations and to coach others.
  • Knowledge of Industry Life Saving Rules.
